Report: These children face life with greater disadvantages.

About eight in 10 black children in Indiana are born to unwed parents -- a start to life that sets them up for problems during adolescence and beyond, according to an Indiana Black Expo report.
Indiana's black youths fare significantly worse than Hoosier youths in general across 18 indicators of well-being, such as graduation rates and poverty levels, and do worse than black youths in the U.S, according to the report being released Friday.
Tanasha Anders, acting president and chief executive of Indiana Black Expo, said the problem comes down to education -- making sure young people finish school and understand the consequences of having a baby.
"Everything else is a domino effect," she said.
The explosion of births to unwed parents is driving many of the state's social problems, such as increases in poverty and child abuse and the growing cost of public aid, said Bill Stanczykiewicz, president and CEO of the Indiana Youth Institute. He added that the problem is not exclusive to any one race.
Indiana's out-of-wedlock birthrate is at an all-time high, with unwed mothers accounting for nearly 40 percent of all births, he said. Nationally, about 36 percent of all births are to unwed mothers.
Stanczykiewicz said the situation is among the toughest social issues to address.
"It is very difficult, even for well-meaning people, to get together and talk about how we talk to people about their sex lives and how to parent children," he said.
Another complicating factor is that a growing number of the single-parent births are to young adults, instead of teens, and that requires a new and different kind of message. But finding a way to address the situation is critical, he said.
Child Trends, a nonpartisan national children's research organization, reports children born to single mothers are more likely to:
• Live in poverty and experience social and emotional problems.
• Have low educational attainment, engage in sex at younger ages and have a premarital birth.
• Enter adulthood neither in school nor employed, or have lower occupational status and income, and more troubled marriages and divorces than those born to married parents.
The issues that spin out of struggling single-parent families show up throughout the new Black Expo report, including the teen birth rate of 81 per 1,000 for blacks. That is almost twice the state's overall teen birth rate of 43.5 per 1,000.
About 35 percent of black children live in families headed by married parents, compared with 69 percent of all Indiana children, according to the report.
Among other factors the report examines are median family income, homeownership, neglect cases, and graduation and unemployment rates.
To address the growing out-of-wedlock birthrates, the Black Expo report calls for increasing resources for sex education programs with proven track records and public education campaigns that promote healthy marriage.
Curt Smith, president of the Indiana Family Institute, which advocates for traditional families and values, blames the sexual revolution, no-fault divorce and the more recent discussions about same-sex marriage and other "marriage substitutes."
"That all sends a message that marriage doesn't matter," he said.
Smith said the situation leaves his organization playing defense and offense. The institute is helping pastors strengthen marriage and fighting trends such as cohabitation, while developing programs that enrich and support marriage.
"There are fewer and fewer successful role models for young people, and we are trying to do something about that," he said.
While the battles over social values are being waged in churches and the Statehouse, Betty Cockrum, president and CEO of Planned Parenthood of Indiana, said young people need accurate and comprehensive education about sex and family planning.
"We're failing," she said, "and the consequences are abysmal."
Cockrum said Indiana is struggling, at least in part, because of the state's strong conservative bent and a belief that information about sex should be taught by parents.
That philosophy shows up in state requirements for insurers: States such as California, Washington and Wisconsin require insurance companies to provide coverage for contraception; Indiana does not. And Indiana's Medicaid program -- which pays for more than half of all births in the state -- does not provide family planning services. At least 25 other states do.
Public education is working in other places, Cockrum said. Since Oregon instituted a comprehensive approach to sexuality education, she said, the teen pregnancy rate has fallen 27 percent and is below the national average. During the same period, the number of high school students who said they were sexually active decreased.
Black Expo's Anders said officials hope the new report, based on data from 2004-05, will be a call to action for families, civic and faith groups, public agencies and political leaders.
While the percentage of black children raised in single-parent families historically has been higher than that for whites, Anders said there has been a tradition of extended families stepping up to help.
"The questions are: 'Where is that extended family now?' and 'What else can we do?' " she said.

What is the national average of white babies being born to unwed mothers? Are Whites more pre-disposed to getting abortions than Blacks? I know some one here has some answers or can help interpret the data.

i'm looking at ohio and where they show 50-100% blacks incarcerated, those are areas where blacks do not reside. those are prison towns where there are 2-3 supermax's are placed

Until the methodology is shown, what faith are we to put in numbers created by a system that has historically oppressed us???

The numbers of Indiana children and youth in relation to adults are declining faster than the national average, and the trend is expected to continue. Only seven Hoosier babies have been born in recent years for every 10 born in 1960.



Some 25 percent of these children grow up with the stark reality of poverty impeding their physical, mental, educational and economic advancement, and one out of two Hoosier children will live part of his or her life in a single-parent family.


These and other facts about Indiana youth are spotlighted in The State of the Child in Indiana, a study commissioned by Lilly Endowment Inc. Dr. Joan Lipsitz, program officer for elementary/secondary education at the Endowment, calls it "a first attempt to hold a mirror to Indiana's children, assess their life circumstances, and see their needs." Since the study is an amalgam of U.S. Census data and other statistical information gathered in the 1980s, its impact stems not from its originality, but from its concentration of facts and figures from many sources, she notes.


The study analyzes the outlook for Hoosier children generally, and then assesses their economic, family, educational and health environments by age group.



Among the report's highlights are the following:
* While the nation as a whole experienced a 10 percent increase in the number of children under age five during the 1980s, Indiana witnessed a 3.7 percent decrease in this population group and expects a 30 percent decline in 9th-graders in Hoosier classrooms between 1976 and the 1990s. The report observes, "If we are not going to have quantity, then it is essential to have quality."


* While Indiana's population is relatively stable and is not racially diverse compared to other states, one out of four Hoosier children grows up in poverty. Approximately 15 percent of Indiana families with children are headed by single mothers, but this group constitutes 53 percent of all poor families in the state.


* Indiana's monthly Aid to Families with Dependent Children payments amount to 64 percent of the national average payment. Although 82 percent of unmarried Indiana women with school-age children are employed, more than half of their children live in poverty. The 1979 U.S. Census found that the median income of the state's mother-child families was only 38 percent of that for two-parent families.


* The strong association between families headed by single mothers and poverty is affecting increasing numbers of Indiana children. While Indiana's birthrate declined slightly between 1980 and 1984, births to unwed mothers soared from nine percent (8,700 out-of-wedlock births) of the state's total births in 1970 to 19 percent (15,000 out-of-wedlock births) in 1984.


* Minority children - who are mainly concentrated in the state's urban areas - face increased risks. Black infants die twice as often as white babies, and Indianapolis has the highest rate of black infant mortality of any city in the nation. Some 38 percent of black Midwestern children grow up in poverty compared to 16 percent of white children, black teenage girls bear a higher percentage of the babies born out-of-wedlock, black teenage boys die more often than their white counterparts, and the proportion of black Hoosier youth enrolling in college has shrunk from 12 percent in the late 1970s to nine percent today.

* Although Hoosiers traditionally have been less likely than the average American to quit school early, they are more likely to stop at the high school level and less likely to go to college. While Indiana students read at above average levels at 6th grade, they show significant declines by 10th grade, and Indiana students perform near the bottom of the nation on the Scholastic Aptitude Test. Meanwhile, the state's ranking in per capita income has slipped along with its manufacturing economy.


The report concludes: "Without a purposeful mobilization on behalf of youth, the problems described in these pages will almost certainly intensify. The depth of vulnerability experienced by so many of our children is bound to be damaging to them, and rending of their spirit and hope. And when young people are in struggle, the community as a whole is diminished."

and although child support is expensive...a woman cant live and raise a child off of it alone...$300 dollars a month cannot pay bills and raise a child

afroyale is right. This welfare state as it's set up makes it too easy for a woman to be this kind of irresponsible and have children they don't have to pay for. Yes, I place most of the blame on women for this because men can't go any farther than a woman allows them to. Sex is fun and all that but those functions serve a purpose. And that is to make babies. Seems we leave that out of the equation in our last night BET rap videos.

Put a cap on how many babies unwed mothers could pass on to the tax payer and that will tighen up. One should be the max. If she gets a second unwed pregnancy and come beggin' tubes get tied, automatically.

If she wants another kid and is married or financially able to handle a third, the state should pay half the cost to reverse it.

I caught that too with the map. Same with New York. That area up by the Canadian border Black population has to be about 2 percent. But there are a bunch of state run prisons up there including Danemmora where they had the few death row inmates that are in NY.

You think the numbers are fraud? Take a look around. The majority of women I know 35 or younger that are single have at least one child (in some cases more than one child). You called it a "supposed problem" when its "core problem".

Let me give you an example. My ex wifes aunt used to brag about how they were "well to do" because she lived in an upper class white neighborhood. (Like that makes you well to do, geesh!) Anyhow, her daughter took piano lessons, tap and was a straight A student going to a 90% white school. Guess what? Pregnant at 16 and so where many of the other girls she went to school with that just happened to be black.

Each one teach one. Every single mother tells themselves "not my daughter". they are stunned when they find out their daughters are pregnant. If your mom does it, then YOU are more likely to do it. My wife had a child out of wedlock and up until her daughter (my daughter) came to stay with me she thought you didn't have to be married to have a baby. Because everybody around her, her aunt, her big cousin and including her mom had kids out of wedlock. It's "self replicating" habits (No pun intended).

Poverty, drugs, crime mixed in with a lack of education and bolstered by a booming child rate (among the least prepared) in the black community is the single most damaging issue facing black America. It hinders us from getting ahead.
