If I remember correctly, when that detective sued the city for his demotion, Kilpatrick's name came up as being involved in that mayor's mansion freakparty. When the judge couldn't come up with solid proof that the party even happened, or that the Mayor was even aware of who the murdered stripper was, he concluded that it was all bullshit, and removed Kwame's name from the lawsuit.

I don't think anyone was ever able to connect the two of them, much less find a motive for him to have her killed. It's just that whenever anything grimy happens in the city, you assume he's all up in it cuz he's a thug (editted to add, allegedly. I don't wanna get sued).

anyway, the real reason this shit matters is not just because it's fucked up and morally wrong. it's because it opens him up to undue influence. in other words, if, say, some city contractor found out about it. they would be in a position to make kilpatrick pay them off with city contracts, favors or bribes. even with the cops, if they were willing to play along they could have pumped him for overtime, promotions, etc. so basically allowing yourself to become compromised is a gateway to corruption.

the same goes for cops and their finances. if cops get in a lot of debt from gambling and other dumb shit they are more likely to become corrupt, shaking down dealers and taking bribes. so a lot of police depts have policies against cops gambling excessively.

public officials with power and influence have to hold themselves to a higher standard for many reasons.

The police dept. is also corrupt as hell. Everybody gets the hell out of dodge (downtown area) by 5:00pm.
