Documented U.S. Government Atrocities & Destructive Programs Against People Under U.S. Jurisdiction, 1776-2026
A structured record of documented atrocities and destructive programs committed by federal, state, territorial or local government in the United States against people under U.S. jurisdiction, with the date of any formal government apology and any reparations or compensation.
Affected population: 'people under U.S. jurisdiction' (per project owner decision, Jun 2026) - not strict legal citizenship. This deliberately includes enslaved people before the 14th Amendment, Native Americans before the 1924 Citizenship Act, and residents of U.S. territories and the U.S.-administered Pacific Trust Territory.
Perpetrator: government action or documented official complicity (federal, state, territorial or local). NEW RULE (owner decision, Jun 2026): conduct by private actors belongs in its own category, 'Government-funded private conduct,' when direct U.S. government funding is documented. Private conduct without documented government funding stays excluded (or flagged for reference only). If direct funding is later proven for a flagged entry, promote it to the new category.
Territorial scope (owner decision, Jun 2026): ALL areas under U.S. jurisdiction are in scope, including territories and possessions - Puerto Rico, Guam, the Philippines (1898-1946), American Samoa, USVI, the Pacific Trust Territory, and Guano Islands Act claims (e.g., Navassa Island). Philippine-era events are now in scope and queued on the Research Candidates tab.
Atrocity = discrete violent event(s). Destructive program = sustained policy or program causing systematic harm. Both = campaign combining the two. Government-funded private conduct = harm carried out by private actors with documented direct U.S. government funding. Government-enforced private conduct = harm carried out by private actors where government power (military, police, courts) enforced or protected the harmful operation without necessarily funding it (e.g., Navy protection of the Navassa guano operation). Both categories added per owner decisions, Jun 2026.
