West Virginia Man Dies Soon After Sister Wakes Up from 2-Year-Long Coma to Name Him as Her Attacker

A West Virginia man died just days after being arrested in connection with a brutal attack on his sister that left her in a coma for two years.
Daniel J. Palmer III, 55, previously stood accused of attempted murder and malicious wounding over an attack in June 2020 that left his sister, 51-year-old Wanda Palmer, “attacked, hacked, and left for dead,” according to the Jackson County Sheriff’s Office.
Thought to have been bludgeoned with a machete or an axe, authorities doubted whether the victim would ever recover.
Miraculously, she did.
Jackson County Sheriff Ross Mellinger recently told West Virginia Metro News that earlier this month, his detectives received a call from a long term care center in New Martinsville, W. Va. Wanda Palmer still had severe brain damage, he said, but could now communicate and identify the man she said was responsible for her horrific injuries.
“We had a little bit of an idea what happened, but the problem was with the nuts and bolts of the case we had nothing to go on,” the sheriff told the radio station. “There was no eye witnesses, nobody lived in the home, no surveillance footage, no cell phone records. There was virtually nothing there to move forward on.”
Wanda Palmer was able to give single-word answers to sheriff’s deputies who eventually made it to the health care facility.
“She made mention of her head (the area of her body where she was injured),” a criminal complaint obtained by NBC News noted. “When asked who had wounded her she [stated] her brother. She then identified her brother as Daniel. When asked why Daniel assaulted her, Wanda stated that he was mean.”
On Friday, July 15, 2022, Daniel Palmer was arrested.
“He didn’t give us any fight or anything,” Mellinger said of the suspect. “There was a little bit of surprise, but not entirely.”
The since-deceased defendant reportedly refused to sign any paperwork and therefore did not obtain an attorney, CNN reported.
On Wednesday, July 20, he was taken to the Charleston Hospital for undisclosed health reasons. The next day, Daniel Palmer was dead.
“It was an avalanche of recurring health issues,” the local sheriff told People magazine. “He generally was not a healthy man to begin with and once he got to jail his health continued to spiral downhill.”
According to Charleston, W. Va.-based ABC/Fox affiliate WCHS, Daniel Palmer was “so combative” that his arraignment was done inside the sheriff’s own office. Footage showed him being dragged into a police vehicle by two members of law enforcement.
In sum, Daniel Palmer was in custody for exactly seven days.
“He was certainly a person of interest early on, but we just didn’t have anything to move forward,” Mellinger told People. “We had legitimately nothing to go on other than a person who drove by at midnight on their way home from shift work sees him standing on the porch.”
One witness also allegedly placed the now-deceased brother of the victim on her porch the night she was found close to death.
Still, the investigation stalled out.
Now it’s over.
“From an investigator’s standpoint it is unfortunate we don’t get the chance to see the case through,” the sheriff continued in comments to the magazine. “We turn the focus towards the victim in the case and hope she continues to get better. She has a long road ahead of her.”

Matthew Belanger was arrested on June 10 in New York and charged with making false statements to a federal firearms licensee in order to make straw purchases of an assault rifle and handgun. Belanger pleaded not guilty to the firearms charges during an arraignment hearing on Monday.



 
California police sergeant resigned after engaging in oral sex on duty, report says

A Pismo Beach Police Department sergeant resigned last month after engaging in oral sex while on duty, among other violations, according to documents obtained by The Tribune.

Adrian Souza had worked for the agency for about 14 years, and served as a sergeant for about three years.
According to a report by the police department’s Internal Affairs Division, which the Tribune obtained via a public records request , Souza engaged in consensual oral sex at least three times while on duty.

He also sent sexually explicit messages, photos and videos via text and Facebook while on the job, including a photo of his penis sticking outside his police uniform pants and a suggestive video of himself unzipping his pants while in full uniform, the documents show.
According to the Internal Affairs report, Souza began a consensual on-and-off dating relationship with a woman a few weeks after Souza pulled her over for not wearing a seat belt in July 2020.

A few weeks after the traffic stop, the two reportedly ran into each other while the woman, who is identified as a local journalist in the report, was reporting on a water rescue in Shell Beach.
The woman told investigators she sent Souza wine and her personal cell phone number, which was on her business card, to thank him for letting her go with a warning during the traffic stop.

Souza told investigators that he did not receive wine, only a thank you card.
Souza and the woman began texting, then dated on and off until April 2021, according to the report. The two continued to text until June 2021.
While they were dating, the two mostly met while Souza was off-duty, but had some on-duty encounters at Jenkins Middle School in Pismo Beach and the Shell Beach tennis courts, both parties told investigators.

Souza told investigators that he and the woman kissed and chatted briefly during their on-duty meetings. But the woman said they would “make out,” engage in heavy petting and on some occasions Souza would stimulate her with his fingers, according to the report.

The two kept in touch after their break up, despite Souza having a new girlfriend in June 2021, the report said.
The complaint the woman sent to the Pismo Beach Police Department alleges she and Souza met four times between November and January. During those encounters, she said, Souza would receive oral sex while on duty, in full uniform and driving a marked police vehicle.

“While I expect better behavior of myself for doing such a shameful act with a taken man, I know you expect your officers to hold themselves to the highest standard of honor and service,” the woman said in the complaint.

The Internal Affairs investigation found a total of 20 potential violations of the city of Pismo Beach’s personnel rules and regulations and the Pismo Beach Police Department’s policy manual, 13 of which were sustained.
Souza was sent a notice of termination on May 25 after the three-month investigation concluded. He resigned from the department on June 10 before his termination could take effect.

“The city of Pismo Beach has made available redacted records pertaining to former Sergeant Souza, consistent with California law,” Jorge Garcia, Pismo Beach assistant city manager, wrote in an email to The Tribune. “These records and related investigation materials indicate that the former officer engaged in inappropriate conduct while on duty with a consenting adult partner.”
“When first alerted to this conduct, the city took action within hours and proceeded to conduct a lengthy and thorough investigation,” Garcia wrote. “The sergeant is no longer a member of the Pismo Beach Police Department as he chose to resign prior to the conclusion of the disciplinary process.”

As of midday Thursday, Souza had not been charged with a crime related to his on-duty conduct.







A Pismo Beach police sergeant resigned last month after an investigation revealed he engaged in sex acts with a local broadcast journalist while on duty, a relationship that allegedly went south after one of the parties, both married to others, wanted more.

The consensual relationship began shortly after Sgt. Adrian Souza pulled over KCBX reporter Angel Russell for a traffic violation in June 2020, according to a complaint Russell submitted to the Pismo Beach Police Department.

During the relationship, Souza and Russell would meet while the sergeant was on duty. They would meet at locations including Judkins Middle School and the Shell Beach tennis courts.

Souza also went over to Russell’s apartment several times while on duty, in uniform and driving a police vehicle. They engaged in sex acts during those instances, according to Russell’s complaint.


On Feb. 15, 2022, Russell submitted a written complaint to Pismo Beach Police Chief Jeff Smith. Russell provided Pismo Beach police text exchanges, photos and videos pertaining to her relationship with Souza.

The following day, Smith ordered an internal affairs investigation and Souza was placed on paid administrative leave.

During the investigation, Souza admitted to having oral sex while on duty, documents show.

At the conclusion of the investigation, Smith notified Souza of his intent to fire him. Souza violated 13 city policies, including neglect of duty, willful misconduct, engaging in on-duty sexual activity and criminal, dishonest or disgraceful content.

Souza resigned on June 10, prior to his termination becoming effective. He is not facing any criminal charges.

On Thursday, the city of Pismo Beach released documents related to the investigation, as well as a statement on the matter.

“The City of Pismo Beach has made available redacted records pertaining to former Sergeant Souza, consistent with California law,” the statement said. “These records and related investigation materials indicate that the former officer engaged in inappropriate conduct while on duty with a consenting adult partner. When first alerted to this conduct, the city took action within hours and proceeded to conduct a lengthy and thorough investigation. The Sergeant is no longer a member of the Pismo Beach Police Department as he chose to resign prior to the conclusion of the disciplinary process.”
