It's the cultural history of the island. Dominicans generally considered themselves to be Spaniards. They identified more with the dominant culture in the past. Haitians, generally, considered themselves transplanted Africans.
For what I understand, a lot of this had to do with how the Spaniards practiced slavery compared to the French; the Spaniards were more paternalistic while the French were just brutal.
It didn't help matters that at one point Haiti conquered the entirety of Hispaniola and outlawed Spanish. It didn't endear them to the Dominicans.
