Absolutely everyone knows who this is aimed at; urban voters that are more likely to rely on mass public transportation because its economical for them, and those that lack funds to purchase, maintain, or insure a personal vehicle. You got Asians like Young Kim calling herself a person of color. Until they administer policies that are specific to black folk, black will never fully benefit from these coded and half hearted policies.
