One direction is to get all eligible black voters to not vote. That's not going to work because black people are not going to abstain from voting.
Another direction is to push blacks to focus more on voting locally. This is good because we can maximize our voting power to work for us, rather than weakening it by not participating.

Even is someone doesn't want to vote for a candidate there is sometimes the option of a write in vote, a protest vote of either voting for a third party candidate who won't win or even intentionally not selecting any candidates when voting which would make it void but the fact that you were present can potentially be noted.

When the GOP gets power they don't simply do things their way, they try to cripple the system so that it's harder for dems to get power back and when they do, they can't wield it effectively because of laws they pass limiting it. We've see that at the local level with the GOP trying to limit dem governors.
