He doesn't need to be fully set because Durant wasn't in the shooting position. But you can argue that he WAS set. That's why when the asked the ref that was on call about it, he said at the 2:00 mark that he believed Lebron was set.

The whole league is like that though. In the 90s you attacked the basket or played low post specifically to foul the other team out. Refs call less fouls this year overall than they have in a loooooong time. And they dont reward players who attack the basket or work in that post like that. Steph Curry gets more foul calls getting brushed 30 feet from the basket than he does 2 feet from it. The league is encouraging open court high scoring affairs and doesnt want slow low post play.

As for the Warriors, its rare to see 1 foul out, they are a very good defensive team, so they get the benefit of the doubt defensively a lot. Only problem I have is that a guy like Steph who's a TRASH 1 on 1 defender can constantly reach and dont move his feet and doesnt get fouls for it.

They can go to the monitor to check 2 things

On those calls specifically they can check restricted and also movement
They checked both and made the wrong call.

They check those all the time in that situation. In this one they felt like he wasn't in correct position and changed the call
 
I do think the heat JR is catiching is too one sided. JR did not solely lose this game.
