The King of Wakanda is not always Black Panther. T'Challa was already the Black Panther probably for a good while after his father retired from it.

When the movie starts with M'Baku fighting for the throne of Wakanda, he was only fighting for the Kingdom and not for the title of Black Panther. Killmonger asked to fight for the Kingdom and the mantle of Black Panther as was his birthright by blood.
