From whatever point you stand on a ball earth, the land beneath you will slope downwards. Therefore, the drop-off point of the land (horizon) HAS to be below the point from which you're standing.

From what I heard, the GPS system that we use is for the ground, anything over 50 miles needs to be in proximate to a land based tower. As far as the rover, from what I understand you are not getting live feed from it, instead they are getting radio signals video feeds with several mins delay. Now as far as them knowing exactly where the rover are, I do not know, and unlike you I refuse to speculate.. I will look it up though because its an interesting question.
