My whole crew from the age of 15 were pimps and started off of course with throwing bitches in the strip club.

They have programs in prisons, rehabs, education, let them be rehabbed and off of the streets where they can hurt people. Maybe offer them something to say that if they stay out of trouble for x period of time after release their record gets expunged or some shit... but ultimate, lock their asses up...
