Probably already stated, but a lot of CBs and DBs are taking cheap shots and little dirty plays on Beckham ever since he became a legit WR threat. No one wants to end up on the highlight reel of one of his spectacular catches.
I don't fault him for taking out a little revenge every now and then. Sometimes you have to let the guys who do all the hitting know that you're not a punk and they will be dealt with the same level of malintent even if you play on the Offensive side of the ball.

Don't know what's gonna happen.... but when, before now, has there been a major motion picture coming out about the NFL and concussions? Something high profile like Odell's antics today are probably gonna get a bit more attention than similar shit in the past.
When hit the guy helmet to helmet could have been worst. It was a cheap shot where he should have been thrown out of the game and fined by the league. I'm sure he will be fined.
I don't think the NFL will suspend him. He's too much of a marquee name and they play the division rival Eagles next week for a pivotal decision as to who will get a shot at the wild card spot in the Conference.
Goodell isn't going to rain on the ratings bonanza. If anything they'll call for a suspension - with the expectation that ODB's reps and the Union will appeal, to which the NFL will immediately accept and delay the penalty portion until Game 1 of the 2016 season.
If not suspension, then everything will be overlooked, however, Beckham will receive a torrid financial penalty for the spearing hit on Norman.
That aside, in some ways I'm OK with ODB's play. Why should the Defensive guys be the only ones that get to play dirty, take cheap shots, and lay the wood. It's about time we had an enforcer / punisher Offensive guy in the league again. The last one I can think of honestly was ironically a Giants player. Brandon Jacobs would intentionally run into Defenders, lower his pad level to target their sternum, and steal on hands.
No doubt, however don't bitch when that shit is caught on video and you get dealt with by the league. Thing is, Dude was dumb as fuck with it, and like Norman said, he's not about that life.
