This. The article touches on an important issue but it's also scapegoating. Even when the black marriage rates was roughly equal to the white marriage rate (prior to 1970 or so), the poverty and unemployment rates for black people were still higher.

I never implied this, I am saying that it is an effective building block to fighting against poverty... There are many other blocks that must be in place also, blocks like strong communities, strong political and purchasing power, strong control over our image and children, and strong sense of unity...
