The military gives them free equipment surplus as a means of charging for new expenditures annually (one NOT only, of the reasons the defense budget never seems to decrease that much).
Every large city, and now small (it appears) has military designed equipment all paid for by us, through congressional oversight. now police get to play like they are real soldiers on American streets, bully mentality since they know the victims don't have artillery like that
