Begin by acknowledging there is a systemic problem in policing and violating the civil rights and human rights of citizens, African Americans in particular.
Place accountability and strict adherence on punishment against police who commit brutality and/or violate that citizens civil and human rights. Enforced through legal action that requires jail time, and heavy fines.
Require all police to be recorded at all times while on duty to keep them accountable and document all cases of police brutality.
With a database of corrupt and offending officers.
Stop repressive enforcement structures that consistently declare war on marginalized groups specifically African Americans in order to pacify them. Using propaganda to declare war on drugs, war on crime, war on gangs, cointelpro etc It's done more harm to African Americans than good and this strategy is designed specifically to subjugate oppressed populations namely African Americans and stifle political resistance.
They need to change police recruitment, training, policies, that see African Americans as hostile which causes them to overreact in confrontations with African American citizens.
On the street level communities can refuse to support and vote out any politician that supports or condones police brutality.
And not one of those pigs will face jail. At worse, they'll be suspended without pay.

If you are talking Federal responsibility, you are putting this on the President when you should be looking to Congress. And before you get into Executive Orders, let me remind you that even though President Obama has signed fewer than Bush Clinton or Reagan, the House is threatening to take him to court for alleged abuses of power and uses his EOs as an excuse to say he cannot be trusted to follow the laws of this country.
Any of the initiatives you would like to see passed would need to be written into law by Congress and then signed by the President.
Police forces receive some Federal monies, primarily for the war on drugs/to militarize their swat teams etc., but get direction on tactics from their local municipality. Local police are a local issue just as state police are a state issue. Got beef w/ your local police? Hit up your town/city government for reform on recruitment and training.

Putting this on Obama is completely missing the point when so much of this is a local issue. A local issue meaning something you can get involved with reforming by dealing with the people closest to you.
Going Federal and laying this at the President's feet ignores the responsibility that we have in how our local government operates. Police are a local issue. Full stop. Federal lawsuits on civil rights issues come into play because people don't make enough effort to elect local officials to change police policy and tactics.
If local politicians aren't doing their job on this how is the President supposed to change things? Congress isn't passing any laws. They are just beginning to clear the backlog of federal judicial appointments. What is the President actually supposed to do? Sending in the National Guard wouldn't help. This isn't a FEMA issue either. What are you expecting him to do that your local elected officials can't already do for you on this?
