madara really does not seem evil to me at this momment in the manga, just angry because nothing seems to be in his favor. His best friend/rival is doing his best to make him "that" dude. Because in reality it was Madara's "idea" from the start. However if his own clan turned on him, the regular villagers don't really trust him and Hashi's bro really just wants to eliminate all Uchicha threats. Those are some odds to contend with because Madara at heart is a warrior not a politician.
The reason Tobirama and Madara dont get along, is because they are virtually similiar. Tobirama has had a bad taste in his mouth since his brother HALF n HALF died, he really doesn't care for any Uchicha. Madara has been emotional since all his brothers have died, but he understood its war. In wars like Iraq, if a lil kid comes towards your base, you have to kill him, dude came to your camp with the intent to kill everyone with his explosives attached to his body under the wardrobe. Its sad, but its war.
At the end of this chapter I really don't feel Madara has a real idea for his new method of Peace yet, I think his therapy for keeping him sane is seeing his friend, and fighting him. During the fights he can let loose his rage and tactics and be free of his emotions.
