Bill That Ties Welfare to School Grades

A Tennessee bill that would cut welfare benefits of parents with children performing poorly in school cleared committees of both the House and Senate last week.

The measure takes “a carrot and stick approach,” one of the sponsors of the bill, Rep. Vance Dennis, R-Savannah, told the Knoxville News and Sentinel.

Seth Freed Wessler summarized the bill last month on Colorlines.com:

A Tennessee lawmaker introduced legislation last week to stop welfare payments to parents if they’re kids get bad grades in school. The sponsor, State Senator Stacy Campfield said, “One of the top tickets to break the chain of poverty is education.” But he added, “We have done little to hold [parents] accountable for their child’s performance.”

The bill would chop nearly a third of family’s Temporary Aid for Needy Families benefits, already a pittance, if their child fails to pass state competency tests or get’s held back. How exactly the threat to make poor people poorer will improve educational outcomes isn’t at all clear.

The bill is sponsored by Sen. Stacey Campfield, R-Knoxville, and Rep. Vance Dennis, R-Savannah. It calls for a 30 percent reduction in Temporary Assistance for Needy Families benefits to parents whose children are not making satisfactory progress in school, the Knoxville News and Sentinel reported.

The measure faces another committee hearing in the House, but is now clear for a floor vote in the Senate.

Everyone always talks about getting into politics to clean up (local, city,state, fed govt) but VERY FEW acutely do anything about it, once they get elected.

Yup...I'm one of em. IMO we get "mad" at the wrong thing.Instead of being mad that "daddy" is taking away black folks allowance,we should be focused in putting ourselves in position toget a job and move out.I'm a Firefighter in a large Urban city and can't tell you how many calls i've been to in the hood where elementary school aged kids are up watching TV past midnight on a school night.I have a cousin who is 3rd generation on welfare who took her kid out of school at 13 because she felt it was a waste of time.Now she is on welfare too.School is mostly effort.Sure the schools in the hood are substandard but immigrants are thriving in those same substandard schools.Even though many of the parents aren't working,schools in the hood have the lowest PTA involvement.I switched Elementary schools in 4th grade to one in a middleclass area and we had fund raisers and bakesales every month.The school in the hood? NONE.The bottom line is that instead of getting mad at what is not GIVEN to us, we need to take responsibility for ourselves.Teach your kids about the importance of effort and doing well in school.Turn off their TV and video games and check their homework.Its really not that tough but more of a mindset change.As is, thousands are collecting checks but not checking homework or meeting with teachers.

Tennessee State Sen. Stacey Campfield (R) on Tuesday defended his proposal to tie a family’s welfare benefits to their children’s academic success.

“We have a three legged stool for education,” he explained on MSNBC. “One part is the school, one part the teacher, and one part the family. Probably the most important part is the family.”

“Unfortunately we have some families who really don’t care about education, who don’t care if their kids get an education or stay in school, and what we are saying is, if your kid is quitting school, not showing up, showing up at 11 o’clock in his pajamas, that’s not a prepared kid to get an education,” Campfield continued. “We need to do something to motivate these parents to see how important an education is, and unfortunately, the only tool we have left is this cash payment that we make to these families.”

Under current law, parents can lose up to 20 percent of their benefits from the Temporary Assistance to Needy Families (TANF) program if a child does not attend school. Campfield’s bill would increase the penalty to 30 percent and require children to make “satisfactory academic progress” in school. The TANF program is aimed at helping poor families pay for living expenses such as rent, heat, utilities and personal care items.

“Like I said, I don’t want these kids to be rocket scientists,” Campfield said. “I don’t want them to split the atom. Listen, passing a grade is not too high a standard. To say, ‘Listen, if your kid shows up at school at 11 o’clock in your pajamas, that kid is not ready for school.’ Families have to take a responsibility for having the kids prepared to go to school.”

I was about to post the same thing. I know a chick that sits at home all day sleep. She wakes up to get the kids ready for school so her friend can take them if she doesnt show up the kids dont go cause she feels she's too good for the bus even though she doesn't have a car. After the kids leave she watches tv and sleeps till they come home. Dosnt even attempt to leave the house. She's been on welfare for as long as ive known her and thats at least 5 years. She even got a house through assistance and was calling them cussing them out cause they were taking too long with the house. Her niece got pregnant and the first thing her and her sister did was sit her down and explain to her the ins and outs of welfare far as what to write on the application and what to tell them to get the most money.
A chick i worked with was with the company part time. They offered her full time with benefits and everything and she turned it down cause it would fuck up her check.
Not everybody is like this but dont act like they not out there.

All actions are based on incentives... When these parents can't get the food they like (pop tarts, Doritos, Pepsi, etc) or have to eat less due to the child not performing or going to class MANY of them will respond.

You can't reward anyone for poor behavior.

Everything you are saying is true, but this isn't the way to fix it.

First, you have to get people to admit what you are saying is true without folks bringing up white folks or cooperate welfare. Because if we are honest, the folks in the hood abusing the system are the ones creating the genocidal maniacs who make the hood what it is.

Too many factors that tie into why kids have poor scores in the first place. But I don't disagree that parents should be more involved, or at least show more of a presence. I would like to think at the core this is what this is about. But this argument has been hashed to death here before.
