that's in barbados, it's a traditional character called a "mother sally" the chick has a fake booty strapped on under the dress. they usually go around with "tuk" bands but this is with a steel pan band. just part of the culture here. prob some diluted african stuff, we have another character called a "shaggy bear" that's usually out with a mother sally that looks like something from west african rituals
