Criminalizing the act of NOT helping someone is really starting down a slippery slope though. I don't think you can force people to offer assistance that they may or may not be capable of providing.
Granted, many of these people who film others in distress are garbage, but making it illegal may be a bridge too far.

But think about this....1. how long does it take someone to see something crazy and realize that you are seeing crazy? 2. Decidedly search for your phone (pocket, purse, etc.)? 3. Start filming and move in closer to focus on what is being seen?

I don’t know the exact context or date of this video, but it shows a Kuwaiti woman filming her African maid falling out a window and dying.
It’s not clear why she was hanging out the window, nor do I know what the woman is saying in Arabic.
This is standard Arabic behavior, certainly. They literally have slaves that they treat as the lowest filth.
But somehow, whites are the evil ones.
When whites had slaves, we treated them very well. Despite what you see in Jewish Hollywood movies, Negro slaves had good lives where they worked reasonable hours doing rewarding work, had nice family lives, their own churches (with a slave pastor who generally wasn’t required to work or work very much beyond that role) and engaged in music, art and other hobbies during their free time.
It was certainly a hell of a lot better than what they left in Africa. That is simply an objective fact, which is non-controversial.

Kuwaiti police have detained a woman for filming her Ethiopian maid falling from the seventh floor in an apparent suicide attempt without trying to rescue her, media and a rights group said Friday.
The Kuwaiti woman filmed her maid land on a metal awning and survive, then posted the incident on social media, Al-Seyassah newspaper reported.
The 12-second video shows the maid hanging outside the building, with one hand tightly gripping the window frame, as she begs for help in an apparent last-minute change of mind.
The woman holding the camera is heard telling the hanging maid: “Oh crazy, come back.”
The terrified maid is seen screaming “hold me, hold me”, just before her hand slips and she falls down to hit the awning, which appears to soften the impact.
The employer made no reaction as she continued filming.
Later, paramedics rescued the maid and rushed her to hospital where she was found to have suffered nose and ear bleeding and a broken arm, the newspaper said.
The criminal investigation police referred the employer to the prosecution over failing to help the victim, the daily said.
The reasons for the maid’s attempted suicide were not revealed.
The Kuwait Society for Human Rights on Friday called on the authorities to investigate the case and refer it to court.
The oil-rich Gulf state is home to more than 600,000 domestic helpers, a majority of them Asians, many of whom complain of abuse, mistreatment and non-payment of wages.
Hundreds of maids escape their employers every year over abuse, and the government has set up shelters for them. Some seek help from their embassies.
