I somewhat disagree, Pac's impact on hip hop rivals Mile's impact on Jazz. However, Miles musical talent is off the charts but Pac could act too.

And...Forrest Whittaker is an actor... Pac was a rapper. Not even on the same conceptual plane, let alone in the same league.
