You are completely wrong. After the War Japanese culture fell in love with "everything" American, Rock in Roll, blond hair, and American films. Even Akira (one of the biggest Anime movies of all time) was metaphor for Japanese insecurities ("Tetsuo" being short and diminutive represented how Japanese men felt against American men) "Katsuhiro Otomo" the creator of Akira "admitted this".
Like Lonestar, said all around the world "Whiteness" is elevated to the pinnacle of beauty. In India and various other Asian country's the fair skinned is look is overly appreciated.
Japanese creators being influenced by the west saw that "action archetypes" had a certain look and they emulated this. That look was "blond hair" and blue eyes.
For along time they were pretty much isolated and didn't experience any of the different people or cultures of the world and when they did get a chance to see modern western art especially American animation most of the animation they watched featured animal Characters not humans...
They based a lot of their early adventure cartoons on American "movies". Dude do your research.
