Wildlife officials on Tuesday accused an American tourist of killing Cecil, one of the oldest and most famous lions in Zimbabwe, without a permit after paying $50,000 to two people who lured the beast to its death.

The lion was lured out of Hwange National Park using a bait and was shot by the Walter James Palmer with a crossbow, Johnny Rodrigues, chairman of Zimbabwe Conservation Task Force (ZCTF), told reporters.

Rodrigues said Palmer paid Zimbabwean hunter Theo Bronkhorst and Honest Ndlovu, a private game park owner, to lure the 13-year-old Cecil. Bronkhorst and Ndlovu will face poaching charges on Wednesday in Hwange for the killing of the lion on July 1, Rodriguez said.


Palmer -- who U.S. media reports said was a dentist from Minnesota -- was not immediately available for comment.

A spokesman for Palmer told the Guardian that the hunter believed he may have shot the lion.

"As far as I understand, Walter believes that he might have shot that lion that has been referred to as Cecil," a spokesman for Palmer said.

"What he’ll tell you is that he had the proper legal permits and he had hired several professional guides, so he's not denying that he may be the person who shot this lion. He is a big-game hunter; he hunts the world over."

Palmer's whereabouts were not immediately known but Cecil's head and skin were recovered and would be used as evidence in court, Rodrigues said.

Cecil was a popular attraction at the Hwange National Park and had featured in many photographic shoots.

Lions are not protected species in Zimbabwe. If convicted, the two men would be required to pay $20,000 in compensation but the court may impose an additional jail term.

Investigations show the killing of Cecil was illegal because the land owner was not allocated a lion on his hunting quota for 2015, Zimbabwe Parks and Wildlife Management Authority (ZPWMA) and ZCTF said in a statement.

"Therefore, all persons implicated in this case are due to appear in court facing poaching charges," the conservationists said.

Zimbabwe issues annual permits allowing foreign hunters to kill wildlife like the elephant, buffalo and lion, saying this allows it to raise money for conservation.

Outrage erupted after allegations that Minnesota dentist Walter Palmer paid $50,000 to illegally lure Cecil from his home before decapitating him.

The backlash, and lingering anger for many, came on the same day the Cincinnati police officer was indicted for the shooting death of Samuel Dubose, an unarmed black man. The differing levels of outrage for the two deaths did not go unnoticed.

MSNBC reported that many on social media pointed out that while celebrities and politicians seem quick to denounce the dentist and pay reverence to a dead lion, some don't feel the need to similarly speak out about the recent spate of violence faced by people of color at the hands of police.

"I hope that #WalterPalmer loses his home, his practice & his money. He has already lost his soul..." tweeted Sharon Osbourne on Wednesday.

In addition to Osbourne, a diverse array of other stars all weighed in with disgust or anger at the death of the lion.

Even late night television host Jimmy Kimmel became visibly choked up as he described the death of the beloved Zimbabwean lion, as a "disgusting tragedy."

Many activists pointed out what they said was the disconnect.

Writer Luvvie Ajayi posted on Facebook, "Jimmy Kimmel cried about Cecil the Lion. Who else has he cried for or is that level of sadness reserved for murdered animals? I'll be here waiting."

Writer Roxane Gay asked on Twitter to ask if black people would get more concern if they dressed like lions.

"I'm personally going to start wearing a lion costume when I leave my house so if I get shot, people will care," she posted.​

Second American doctor accused of illegally killing African lion​

So you thought there was only one American health-care worker paying big bucks to slaughter majestic African wildlife, right?

Turns out, there’s another.

Walter Palmer, meet, Casmir Seski — doctor, Pennsylvania resident, hunter and, more recently, suspect.

On Sunday, Zimbabwe’s National Parks and Wildlife Management Authority accused Seski, 68, a gynecologic oncologist and surgeon with a practice in Pittsburgh, of illegally killing a lion in April, inflaming the growing international outrage sparked by Palmer’s killing of the iconic lion known as Cecil in early July.


Details of the April illegal killing were not available, but the wildlife authority said Seski killed the animal — without approval — with a bow and arrow on land near Zimbabwe’s Hwange National Park, according to the Associated Press.

Headman Sibanda, a Zimbabwean landowner who runs Nyala Safaris, was arrested and is assisting police with their investigation, according to a statement posted on the authority’s Web site.

He is accused of “breaching hunting regulations in that he hunted without a quota and permit at his Railway Farm 31 and is also the owner of Nyala Safaris which conducted the hunt,” the authority said.​

I don't know about that; seems a bit counterintuitive, but its a theory and its 5 o'clock, some-damn-where.

But I have a theory of my own:

I posed the question "who would kill the most popular lion in Zimbabwe", because the whole thing struck me rather strangely.

First off, WHO the hell would name a Lion, in present-day Zimbabwe, Cecil?

As most of you I am sure must know, Zimbabwe was formerly called Rhodesia, named after the racist colonialist Cecil Rhodes, one of the major architects of apartheid. I was finding it rather hard, therefore, to believe that the most popular animal in Zimbabwe would be named for one of the most hated characters, Cecil Rhodes.

But, then my mind happened on this theory: WHO would shoot Cecil? Or better still, WHO would lead Cecil (the namesake of Rhodes) into his untimely demise?

Hell, I remembered reading about Rhodes' statue having been removed from South Africa's University of Cape Town in April of this year. So, if they're now removing Rhodes' statues -- WHO would want Rhodes' namesake walking around the damn jungle like he was still King of shit ???

I presume that the guide that helped lure Cecil's ass into the open for his timely slaughter, must be black. And we know, that the trophy-hunting American is white.

And then it became clear to me: the Black guide lured Ole Cecil [Rhodes] into a trap where he would be killed, by one of his own who would then be charged with his murder resulting in an international extradition back to Zimbabwe to face, . . . WHO else? - Robert Mugabe.

What he is talking about did happen. It was rumored by the rebels that Muammar Gaddafi had bought in Black mercenaries to fight the rebels and they used that to kill and detain Blacks in the country at the time. But some people here in the U.S. used that to start another conspiracy, that the US and NATO were killing Blacks in Libya. What we should be pissed at is that African countries did not evacuate their citizens like other countries. Ghana took forever to get it's citizens out.

GHANA: While most countries are evacuating their national from Libya (read below), the government of Ghana has been silent. There have been no official evacuations so far and there is no sign that the govt has plans in place to evacuate its nationals. It's estimated that over 10,000 Ghanaian nationals live in Libya. Most of them are undocumented workers (aka illegals). Over two million people from sub-Saharan Africa live in Libya, which has a population of around five million.

According to "Adom News", Ghanaians in Libya have called on the Government to as a matter of urgency evacuate them from that country for fear of their lives.

Zimbabwean President Robert Mugabe spoke publicly for the first time about Cecil the lion on Monday, suggesting that Zimbabwean citizens were to blame for the beloved animal’s death.

“Cecil the lion was yours, and you failed to protect him,” Mugabe said in his annual speech on Heroes Day, the Washington Post reports. After the lion’s shooting sparked international outrage, his killer, Walter J. Palmer, said he was unaware that the animal was lured off its sanctuary and blamed his guides for causing Cecil’s death.

Mugabe called big-game hunting in Zimbabwe a “sin,” though it is unknown if he plans to change the country’s laws that allow hunters to go after lions, leopards, elephants and other animals. Zimbabwe lifted its hunting ban on the area where Cecil was killed after only 10 days.

While hunting is a lucrative revenue source for Zimbabwe, critics say most of that money ends up in the private hands of Mugabe’s political allies and that his inclusion of Cecil in his speech was meant to divert attention from issues of unemployment and Zimbabwe’s struggling economy.​

Zimbabwe has charged a second man in connection to the killing of Cecil the lion, but his name is not Walter Palmer.

Prosecutors on Tuesday accused Zimbabwean farmer Honest Ndlovu of allowing the American dentist to hunt Cecil on his land without the required permission, the Associated Press reported.

He faces one year in prison or a $400 fine, his attorney, Tonderai Mukuku, told the AP.

Ndlovu is the second Zimbabwean charged in the case after professional hunter Theo Bronkhorst was arraigned on July 29.

Officials believe Bronkhorst lured the aging lion out of Hwange National Park and onto Ndlovu’s Antoinette Farm, which is separated from the protected park by only a railway track. Once Cecil was on the farmland, Palmer allegedly shot the animal with a bow and arrow before later finishing him off with by gunshot. The lion was then beheaded and skinned.

Africa’s lion population has shrunk by 82 percent over the past century, according to the AP. As a result, countries like Zimbabwe have instituted a quota system capping the number of lions that can be killed per year.

“Only animals on quota are to be hunted,” the Zimbabwe Parks and Wildlife Management Authority said in a statement. “In this case, both the professional hunter and land owner had no permit or quota to justify the offtake of the lion and therefore are liable for the illegal hunt.”

Ndlovu was not initially charged because parks officials said he would first testify for the state, Reuters reported.

He was granted $200 bail on Tuesday and is set to reappear in court on Sept. 18, according to the AP. It is unclear if Ndlovu has entered a plea.

Bronkhorst, already free on bail, pleaded not guilty on July 29 to failing to prevent an illegal hunt. He has claimed he acted legally.

“I do not feel I have done anything wrong,” Bronkhorst told NBC. “This has been a very stressful time for me and my family. We have been pulled into something we are not happy with.”

Not charged: Walter Palmer, the Minnesota dentist who has admitted to killing Cecil.

Palmer, who left Zimbabwe and is reportedly in hiding, has said that “I deeply regret” having killed “a known, local favorite” and that he may have been misled by Bronkhorst and Ndlovu.

“I hired several professional guides, and they secured all proper permits,” Palmer said in a statement to the Minneapolis Star Tribune. “To my knowledge, everything about this trip was legal and properly handled and conducted.”

“I had no idea that the lion I took was a known, local favorite, was collared and part of a study until the end of the hunt,” he added. “I relied on the expertise of my local professional guides to ensure a legal hunt. I deeply regret that my pursuit of an activity I love and practice responsibly and legally resulted in the taking of this lion.”​

Zimbabwean officials have delivered mixed messages on their plans to charge the dentist, whose Minnesota practice officially reopened (without Palmer) on Monday.

“We’ll see how it plays out,” Caroline Washaya-Moyo, a spokeswoman for the Zimbabwe Parks and Wildlife Management Authority, told The Washington Post on July 28. She said that professional hunters and land owners typically first face charges in such cases.

Zimbabwe’s environment, water and climate minister, Oppah Muchinguri, however, has said Palmer should be extradited for killing Cecil.

But the National Prosecuting Authority, which handles extradition requests, told the AP on Tuesday that police have not supplied the required documentation for charging Palmer. Police declined to comment to the AP on possible charges against the dentist.​

Although Ndlovu has been charged in connection with Cecil’s killing, he appears to be facing less heated criticism in Zimbabwe than Palmer is in the U.S., where the dentist has has faced ridicule, protests and even vandalism.

NO ACCIDENT FARMER CHARGED. “It is no accident that one of the two men who accompanied the dentist on the safari, and who have now been arrested, was a farmer,” Nash Jenkins wrote in the Zimbabwean newspaper the Standard. “State wildlife officials claim that Honest Trymore Ndlovu helped to lure the lion off the wildlife reserve and onto his property, Antoinette Farm, where the beast was killed.

“Why would he do such a thing? Perhaps because he is a farmer in a country where agriculture is an industry of destitution. Zimbabwe was once celebrated as the ‘breadbasket of Africa,’ whose fertile earth supplied the world with abundant tobacco, corn and wheat.

“Today, 76% of its rural population lives in abject poverty, dependent on foreign food aid and desperate measures — like the poaching of the wildlife that inhabits its otherwise barren lands, or rendering assistance to those who want to hunt or poach.”

Such a defense is unlikely, however, to help Ndlovu in court, which has been criticized by Human Rights Watch as beholden to President Robert Mugabe.​
