Where to get general liability, comp and collision, and workers's comp insurance

I am fortunate to live where a film permit is free. However, there is much that comes into play later. It's almost a legal racket, so let me explain.

I want to simply ask people questions on the street, but have to get a film permit for it. I also have to get General Liability insurance. OK, so far so good. But here is where the legal racket comes into play.

You know those guys who are on YouTube and shoot prank videos, or do random interviews with people?
They are supposed to have everything I mentioned, but do guerrilla filming to avoid the costs.

I must collaborate with the city police department whenever I film. The police will provide me with an officer, which I have to personally pay. And I must have comprehensive and collision insurance, plus workers' compensation insurance for the officer.

The police Lt. I had to speak with explained everything to me, and it made sense. However, I thought our tax dollars paid them to protect and serve. But I get it, if the police can put the burden on someone else other than them, then they will.

Alright, if there are any of you who went through all of this already, could you recommend any national companies for me? I don't know if local insurers who specialize in entertainment insurance are more affordable or less affordable than say, a national insurers, such as The Hartford.

They were one of my first choices, but they don't issue workers' compensation insurance outside of California.

I'm getting a consensus that the smaller, local companies are more expensive.
 
Man, there is so much red tape attached to getting a film permit! I was in contact with Hill and Usher, a highly regarded film production insurer.
I had no vehicle to insure, so no Comprehensive and Collision, which is mandatory for the police department. And regarding Worker's Compensation, I have to obtain a FEIN for starters.
So all in all, without B, there is no C, and without B and C, there is no A.

My only recourse other than to hire a company to do the work, one that might possibly taint my idea, or steal it, was to grab a banana, and go guerrilla!!!

The day I did the after Christmas video, I asked a rather nonchalant looking guy if he was camera shy. He told me he was, but was curious about what I was doing.
He asked if I had a card. I had one made through VistaPrint, but have not printed it. I need to wait until I get 100 subscribers to get the custom URL on it.

So he gave me his card. His title was Programming Executive! He was in to television, and told me to call him after I get big! Talk about the Law of Attraction! God is good, all the time!!!
