Now after moving around the state-
IMO Albany is THOROUGH as is Rochester
and Newburgh is the worst... so they deserve the nod... all are worse than anywhere in NYC now-

Syracuse, Rochester, Buffalo, Albany there are plenty of us but Ithaca is like 7% Black lol.
It's small, there's only like 25,000-30,000 people there total. Your typical Cactown USA.

Buffalo and Rochester both have Black mayors. Rochester's is a sista
