100% Apprenticeship programs and pre-apprenticeship programs should be fundamental for all industries. I started a pre-apprenticeship and apprenticeship program at my company and started teaching it myself. Their are a lot of hurdles from the business standpoint and education standpoint but if you can bridge the gap it can be huge for the community.
