Try to get the VIN number from an insurance website using the tag number like you're signing up for insurance then take a bill of sale with that on it with a made up name to the DMV and they'll probably say John Davis doesn't own this car Betty White does. Then start looking for Betty White.

Not sure I understand, a summons search?

If there are any tickets on the vehicle, some states you need the summons number to do a search.

Some states allow you at there .gov site to input license plate number to check if there are any tickets owed.

In Texas you can go to tax office tell them you bout a car without a title and need last registered owner to apply for lost title. They usually give it to you.
