1 There are many better photos from all over the world but they don't/can't prove that what you are looking at is a REAL UFO.
2 Reputable is relative. All of these men have degrees and PHDs up the whazoo: Stanton T. Friedman, J. Allen Hynek, John E. Mack, David M Jacobs and Zecharia Sitchin to name a few are/have been studying the subject in it's various forms for decades.
3 Spying on the neighbor would entail looking landward not skyward, unless you are talking about when they have landed.

Also I might add, there have been suggestions that the type of propulsion/hovering engines used by these crafts may be effecting the ability to get clear photos. A cloud of high energy particles might be enveloping the UFO. Or the propulsion/hovering engines might be warping the air causing an out-of-focus lensing effect. These excuses could also explain other dimensional traveling crafts not being photographed clearly as well.
If you subscribe to the UFOs being metaphysical in nature then you might never get clear photos because the mind is interpreting something you are seeing that can't be fully captured with physical devices because it is only partially in physical reality.
This pre-supposes that mathematics exist in the same way in another dimension. End of theory.

Most if not all earliest civilizations have stories of their ancestors having links if not personal blood ties to beings they called Gods who came from the skies/heaven, stayed here for a long while and then left for home promising to return one day. Even clear photos will not convince many of them. They will then be too clear and so they must be computer generated. Granted, 90%of the UFO pics/vids out are fake. That makes it near impossible to make a good case for further serious study.

The Sun's nearest known stellar neighbor is a red dwarf star called Proxima Centauri C, at a distance of 4.2 light years away.Proxima Centari A is the nearest star like ours at a distance of 4.4 light years away. That is still hella far away, so they could have need for the tech you spoke of to get here. BUT they might not be coming from THAT far out.
Consider this ... The majority of stars catalogued in space have either two or more in their system. (one or more orbiting around a primary star) Our own solar system most likely is a binary system too and has a brown or red dwarf that orbits the Sun and this star may have planets around it that these beings/craft come from.
Now let's say this star's orbit is highly elliptical and at it's nearest point it comes within the area of Pluto's orbit (or even closer) and at it's furthest point it is around a light year or two away. Well, these beings could ride their own planet till it gets to the close point in the orbit and then use space craft to come to Earth. (Relatively easier trip now) They stay here for the duration of the close part of the orbit and then they leave before their planet is out of range of their craft.
This red or brown dwarf's orbit around our Sun might take thousands of years to return to the close point, so they might want to leave autonomous devices or even a small group of themselves behind to study us. They could have built bases on the planets, moons or asteroids in our solar system or even hidden them here on Earth.
Do they know we see them? Sure, but we don't pose a real threat to them.
Why keep fucking with us, well maybe they made us so we are an interesting project. Maybe we aren't made by them but are the closest living things they can easily reach. Wouldn't we do the same? Don't we already do it to the animals on this planet?
Nothing better to do? This might be the most important thing to them now that they have found us/created us. I'm sure the moment we can prove that there is life elsewere it and what we will do/are doing about it will ALWAYS be on TV 24/7.
