Where did he get this info from? I'm often in that area and I've never experienced or seen cops stop anybody. Maybe it happens late at night.
As far as the barricades go, they often block traffic for events. That area is called Rittenhouse Square where a lot of rich folks live and where a lot of nice restaurants are located. On saturdays they have a farmers market and sometimes bigger events where they'll close the streets, but I wouldn't describe it as barricades. Anyone can walk through. You just can't drive through that area during events.
It would shed some light not only why the broad in Starbucks called the police so quickly but also why so many police showed up for a call like this.
