It was created cuz Americans back then did not trust the banks. That distrust kicked into overdrive cuz of the 1929 Stock Market crash.
If you are a Baby Boomer or Gen X and remember older relatives back in the day, who lived thru the Great Depression. They never had trust in the banks through out their lives.
It was not uncommon when they died that family members would discover cash money, gold and other valuables secretly stashed through out their homes.
Famous Bank robbers like John Dillinger and Pretty Boy Floyd. They are remembered mainly for robbing banks. To this day what you never hear in documentaries/movies is they also destroyed all bank mortgages and foreclosures on regular people as they robbed the banks they hit.
That’s why they were so popular and got support from local communities.
All these idiots like Trump are doing is setting the stage to repeat history.
