Any contractor, even the greatest is gonna have "set backs" and "delays" on fairly easy easy projects..

I'll bet there's no bonus on completing it on time or early. .. And as a result the cost will surge from "$5 Billion" to at least $8 if not $10 bil. And hell the early estimates were that the wall would cost $15 billion plus.... So how did he land on $5 billion?
