The women's division is backed up they have so much talent, jaida not on the main roster is proof of that, but like you said it's slim pickings for the men especially after all the call ups, I haven't watched in a bit but are Ethan Paige and Ricky saints still down there? If so then I'd assume they're the best the brand has to offer right now and how long before they're on the main roster?(Both have been ready imho.)
I also feel that women's wrestling is just doing a better job if attracting candidates, maybe it has something to do with the perception difference, for a male athlete doing WWE can sometimes be seen as a step down or not lucrative, for female athletes it's a bad ass alternative lifestyle that makes more money than a lot of the top womens sports with the added benefit of getting to act and model/be connected to that Hollywood world.
Men who wrestle = fake fighter/fake tough
Women who wrestle = badass/tough not like the other girls
