The act of planning alone is a basic component of discipline. Enforcing civil ways of living shouldn't be done by the government alone. In Ghana, sub chiefs in villages normally set up a date when the locals are mandated to clean their surroundings. Assuming that part of India has been neglected by the government, discipline should be enforced by local leaders. There is a reason why we take a dump in isolated areas. Is not because of privacy alone, it has to do with ensuring proper sanitation. Leaving the dead and other filthy things in the open is sheer indiscipline. The issue of filth is not uncommon in Africa, but some of the things portrayed in those pictures are simply pathetic. They are far from what I have seen in Ghana.
Wrongful allocation of resources and the degradation of fertile lands are also influenced by exogenous factors. In the case of Haiti, the uses of their resources were at most part determined by outside countries. I must also concur with you in regards to how religion could undermine the intelligence of a country. Again, it all boils down to discipline. That is, identifying your problems and inventing and mobilizing the right resources to solve them. Being innovative is an essential key. Most underdeveloped countries are reluctant to change. The importance of innovation is highly undermined.
