It's not. the reason shumpert doesn't do much is because the offense is iso no matter who has it (felton, melo, j.r.) and they don't look at shumpert as an offensive option.

but dude has a nice mid range jumper and has enough handle to get to the rim.

they just don't get him the opportunity to help. so then you have melo taking 17 shots, smith taking and bricking his and then felton trying to bail everything out.

it'd be so much simpler if the offense moved the ball.
