Tiffany didn't get the rebound but I can see why the foul was called on Dijorno.
Dijorno didn't make a play on the ball, she initiated the contact to block out Tiffany from getting the rebound.
If you look at the play, Dijorno jumped into Tiffany a millisecond before Tiffany flopped like she was diving for the ball.
The only bad call awarding Tiffany a rebound.
You can't play block out or play keep away in basketball preventing or impeding a player from getting the ball
