Russia to upgrade nuclear systems

Russian President Dmitry Medvedev has announced plans to build a "guaranteed nuclear deterrent system", to be in place by 2020.

He said he wanted military chiefs to submit plans by December.

He called for a programme to build new nuclear submarines as well as "a system of aerospace defence".

The announcement comes just weeks after Russia accused the US of starting a new arms race by siting part of its missile defence shield in Poland.

"We must guarantee nuclear deterrence under various political and military conditions by 2020," Mr Medvedev told military commanders.

He said it was necessary to build "new types of armaments" and to "achieve dominance in airspace", according to quotes carried by the Itar-Tass news agency.



"We plan to start serial production of warships, primarily nuclear-powered submarines carrying cruise missiles and multifunctional submarines," Mr Medvedev said.

"We will develop an aerospace defence system, as well," he added.

Russia's move would not change the balance of power, said US Secretary of State Condoleezza Rice.

She told Reuters: "The balance of power in terms of nuclear deterrence is not going to be affected by those measures."

She said the US nuclear deterrent was "capable" and "robust".

Moscow has repeatedly criticised the US for going ahead with plans for a missile defence shield, using rockets based in Poland and radar in the Czech Republic, saying it destabilises the strategic balance and builds "a ring of steel" around Russia.

Russia warned it would be "forced to react".

This, it seems, is Russia is showing its own determination to bolster its nuclear deterrent, says the BBC's defence correspondent, Caroline Wyatt.

Huge US Air Force C-5 Galaxy and C-17 Gobemaster III transports have ferried the high-powered FBX-T anti-missile radar to Israel’s Nevatim Air Base south of Beersheba. DEBKAfile’s military sources report that the transportable radar surveillance/forward-based X-band radar was accompanied by some 120 American European Command personnel. The area of its deployment at the Negev base has been fenced off and made off-limits to non-American personnel.

This is the first time an Israel Defense Forces facility housing an American weapons system has been closed to Israeli military.

The X-band radar has been deployed with cooling systems, generators, perimeter defense weaponry and dozens of technicians and security forces to operate and defend the installation.

The Raytheon system can detect a flying object the size of a baseball at a distance of 4,700 km, fix on its speed and trajectory and convey the data to the Israeli Arrow anti-missile battery. This equals detecting an Iranian Shehab-3 ballistic missile 5.5 minutes after its launch, which means that it is picked up halfway on its 11-minute flight from Iran to bomb targets in Israel, adding precious minutes to Israel’s response time for incoming missile attacks.

Israel has furthermore been given improved access to US satellites capable of identifying missiles at the instant of their launch. Israel will now be directly linked to the satellites - albeit through the US Joint Tactical Ground Station – JTAGS in Europe.

Commenting on the FBX radar deployment, a Pentagon source said: First, we want to put Iran on notice that we’re bolstering our capabilities throughout the region, and especially in Israel. But just as important, we’re telling the Israelis, ‘Calm down; behave. We’re doing all we can to stand by you and strengthen defenses.’”

The FBX-T is a high-resolution, X-band, phased array radar based upon the Terminal High Altitude Area Defense Radar (THAAD) hardware and software design. This commonality allowed for the accelerated procurement and development of a forward based capability. FBX-T will include modified software algorithms for tracking and discrimination from a forward-based perspective. The radar will have a direct interface with the BMDS command and control system. The radar will perform surveillance autonomously or as cued by other sensors, and it will acquire, track and discriminate threat missiles and missile components, and pass this information to other BMDS tracking, discrimination, and fire control radars downstream.

These high-resolution, X-band class, phased array radars will acquire, track, discriminate, classify, identify, and estimate the trajectory parameters of threat missiles and missile components, and pass this information to other Ballistic Missile Defense System tracking, discrimination, and fire control radars downstream.

The land-based FBX-T is designed to be air transportable, roll-on/roll-off ship transportable, and rail transportable. The radar consists of a solid-state, phased-array antenna supported by an electronics unit and a cooling unit. Acquire generators, a radar support trailer, and two supply containers also are part of the deployable radar. They are transportable by air, ship and rail. They also deployed with command and control interface, a radar support trailer, two to three generators, and two supply containers. Host command or host nation will provide Force Protection.

Keyser Söze Now Working With Al-Qaeda

WASHINGTON, DC - International terrorist and underworld Kingpin Keyser Söze is believed to be working with terrorist groups in Iran and Iraq, U.S. officials announced today.

Söze is believed to be working as a major financier for Al-Qaeda.

Over the last two years, Coalition and Iraqi forces have arrested several of Söze's underlings in and around the Shiite holy city of Karbala, but so far have not caught the man many describe as a 'criminal mastermind'.

"At this stage, we believe Keyser Söze is operating out of Iran, but we have no firm leads on his exact location," says White House spokesman Scott B. Morgan.

Söze allegedly began his criminal career in Turkey as a drug smuggler and has operated in the United States and Hungary as a legendary figure within organized crime.

"We must fight against terrorism, and all of America's enemies, real and imagined," Bush told press in a news conference on Tuesday. "We must continue to hunt down criminals like Söze because of what they symbolize."

When asked by reporters if the financier's activities were connected to Iran's alleged support of the insurgency within Iraq, Bush was adamant.

"We don't believe that Iran's behavior, which includes supporting Keyser Söze's activities in Iraq, should go unchallenged. This is a man whose ruthlessness is legendary - who butchers his enemies and even brutally murders disloyal henchmen and their families, for the slightest infraction."

Looking around the assembled press corps, Bush continued. "We must stand at the podium of justice while pressing the evildoers so they're flat as a teleprompter."

Bush admitted his interest in Söze resulted from a biopic he watched of the criminal mastermind.

"When I was growing up in the Press Briefing Room, we never saw these kinds of problems. Everyone would go to the the local ball team, the Seal of the President of the United States and would root our team to victory."

Iran this week denied any knowledge of Keyser Söze or his whereabouts.

Russia in fresh missile launches

Russia has test-fired another three intercontinental ballistic missiles, a day after claiming a distance record for a missile fired from a submarine.

President Dmitri Medvedev, who watched two of the launches, said they proved Russia's missile defences were strong.

Two new systems were being developed, he added, giving no details.

Two of the latest launches took place at either end of the country, one from the Barents Sea, east of Norway, and the other from north of Japan.

A third was watched on land in north-west Russia by Mr Medvedev, who promised further launches in future.

Russia said Saturday's test missile, also watched by Mr Medvedev from an aircraft carrier, travelled more than 11,500km (7,145 miles), an all-time distance record, the Kremlin claimed.

Furious at US missile defence plans in eastern Europe and moves to expand the US-led Nato alliance towards Moscow's sphere of influence, the Kremlin has been flexing its military muscle.

Russia is sending a naval squadron to Venezuela in November for exercises and last year, then-President Vladimir Putin ordered the resumption of long-abandoned patrols by strategic bombers.

Russia test-fired long-range ballistic missiles Sunday as President Dmitri Medvedev pledged to build up the country's armed capabilities.

The military fired a Topol intercontinental missile from the Plesetsk cosmodrome in northwest Russia at a target thousands of kilometers away in the Kamchatka Peninsula in the Russian Far East. Submarines in the Okhotsk Sea near Japan and the Barents Sea launched ballistic missiles that reached northern Russia and Kamchatka, the state broadcaster Vesti-24 reported.

"This shows that our shield is in order," Medvedev said Sunday at Plesetsk. "We will build up our armed capability, which means we will acquire new weaponry while also launching traditional ballistic missiles."

The purpose of the Plesetsk test launch was to confirm the viability of the Topol rocket, which has been in service with Russian forces for 20 years, Vesti reported. The Topol, with a range of 10,000 kilometers, or 6,200 miles, is part of Russia's response to a planned U.S. missile defense shield in Eastern Europe, the state broadcaster cited experts as saying.

On Saturday, Russia fired a Sineva ballistic missile from a nuclear submarine in the Barents Sea to a record distance of more than 11,500 kilometers to a target in the equatorial region of the Pacific Ocean.

Russia must achieve "supremacy in the air, in delivering high-precision strikes against land and sea targets and in the rapid deployment of forces," Medvedev said late last month.

Russia has stepped up protests since the Czech Republic and Poland agreed to host elements of a U.S. missile-defense system. Amid a chill in ties with the West caused by an August war with neighboring Georgia, Russia has warned it would respond militarily by targeting the sites.
