APD is full of shit. They have to provide that public narrative cause those private businesses are considered tax revenue (in advance). The way it works "legally". If you can remove the boot w/o damaging the property, you're in the clear. The only issue those women face, would be on the taxes not paid on the funds they are collecting. I'd advise them to pull up their CashApp tally and pay a percentage to not get screwed on that note.
In addition: These parking lot businesses are usually offered an opportunity to work with the city for a big fee. This would give them the opportunity to actually "ticket" the vehicle and send the paperwork into the city for a smaller payout, but a payout nevertheless. Private booting pays more, as it's extortion, but you're only as good as the new tech around the corner. Fuck em all.
