AUSTIN – Gov. Rick Perry joined state Rep. Brandon Creighton and sponsors of House Concurrent Resolution (HCR) 50 in support of states’ rights under the 10th Amendment to the U.S. Constitution.

“I believe that our federal government has become oppressive in its size, its intrusion into the lives of our citizens, and its interference with the affairs of our state,” Gov. Perry said. “That is why I am here today to express my unwavering support for efforts all across our country to reaffirm the states’ rights affirmed by the Tenth Amendment to the U.S. Constitution. I believe that returning to the letter and spirit of the U.S. Constitution and its essential 10th Amendment will free our state from undue regulations, and ultimately strengthen our Union.”

Perry continued: "Millions of Texans are tired of Washington, DC trying to come down here to tell us how to run Texas."

A number of recent federal proposals are not within the scope of the federal government’s constitutionally designated powers and impede the states’ right to govern themselves. HCR 50 affirms that Texas claims sovereignty under the 10th Amendment over all powers not otherwise granted to the federal government.

It also designates that all compulsory federal legislation that requires states to comply under threat of civil or criminal penalties, or that requires states to pass legislation or lose federal funding, be prohibited or repealed.

The old caution about looking gift horses in the mouth doesn't apply in politics. Gov. Rick Perry, for example, saddles up and rides away after looking in the horse's mouth and complaining loudly about what he sees there.

During the session, the all-GOP legislative leadership team would grudgingly admit that if it weren't for the federal government's stimulus money, Texas budget cuts would have been wide and deep.

But that didn't keep the governor and others from criticizing Washington for its wasteful ways. At one point, Perry mentioned secession in stoking up an anti-tax crowd.

It was tough talk but as is usually the case in politics, the gap between rhetoric and reality was as wide as the gap between the state's income and demands for services. Without the federal assistance, Texas would be in a tough financial fix.

According to a report released last week by the nonpartisan National Conference of State Legislators, Texas led other states in using stimulus money to plug the holes in its 2010 budget. The stimulus that the governor reviled on stump helped Texas legislators avoid tax increases and kept them from reaching into the state's rainy day fund.

According to the report, federal money provided 96.7 percent of funds required to close Texas' budget gaps, the highest of any of the states. Nebraska came in second at 88 percent.

The percentage might have been even higher had not the governor quite ostentatiously turned down federal money to bolster the hard-hit Texas Unemployment Insurance Fund. Republicans in the legislature urged him to take the money in the face of rising unemployment claims that were fast draining the funds. Like Horatius, Perry stood firm on the bridge. Then.

Now, he's budging a little but still defiant. His commentary on this page speaks for itself. Texas employers will see an increase in taxes and state government will have to ask the feds for a loan to keep the unemployment insurance fund afloat, the governor writes. He nonetheless defends the decision to turn down the stimulus money.

The governor reminds us of people who complain about an obnoxious table companion whose volume is exceeded only by bad table manners. But what the heck, he picks up the tab.

Anyone who can read knows by now that Perry's derisive use of the word "Washington" is a double shot: one aimed at Democrats in general and U.S. Sen. Kay Bailey Hutchison, R-Texas, in particular. Hutchison has announced that she will challenge Perry in the March 2010 Republican primary.

The party's hard-right base has been reliable for Perry, and the anti-Washington talk is what they want to hear. It would all be very amusing little political operetta if it weren't for the fact that real people with real lives are getting chewed up the machinations.

Don't expect expressions of gratitude or even an acknowledgment that if it hadn't been for the stimulus package, Texans would have mighty sore feet because there would be no gift horse to ride.

Efficient means speedy, accurate, and running a well organize system.

It's impossible for Bush to have an efficiently ran government because that wasn't his style in the beginning. Since you are stuck in 2005, and you hate Bush that much, Bush thought that people had the will to take care themselves. Thus, why he did not take that much interest of making Fema this super government project. You have to remember what state Bush is from. Texas is self-reliant, strong, small government type state. If we are asking for assistance from the government, something worst than Katrina had to hit us. So, if you put that into account, Bush did the natural thing.

Not to mention, BUSH WARNED NEW ORLEANS ABOUT THE HURRICANE. People tend to forget that. Especially bitch ass dudes like yourself, who needs to find something to harp on about Bush. I mean seriously, how was New Orleans before Katrina? Was it some kind of utopia we didn't know about? To be honest, Katrina was a blessing to many because now they got better opportunity to do better outside of conditions that limited them *ie liberal high tax, low education, easy government assistance, crime infested shit hole better known as the "big easy"*.

BTW, I see that you are using the talking points about Katrina's anniversary. I like to see that you are on schedule. Next week, health care because of the death of Kennedy is next, right?

I didn't come here to discuss Bush or Katrina but some lies just can't be let go.

Texas receives more money in federal assistance than they pay in federal taxes so the idea of their self-reliance is a myth.
"Bush warned New Orleans"? Ok. But did he send the aid that New Orleans and the rest of the Gulf Coast needed in a timely fashion? Did he check with the local and state gov't to see how the fed could aid in evacuation? That's where the criticism rightfully is.

Back on topic
The Democrats run the White House and the Congress so it's their own ineptitude and cowardice that keeps Obama from not already having health care reform. The pro reform activists were slow in rallying compared to those trying to maintain the status quo. The same way Obama's people organized in his election campaign, they should have done so for health care.

What you can't find is the fact that Texas tend to foot the bill for other states when it comes to energy, and commerce *look at the casinos in OK, Louisiana, and New Mexico*. I guarantee that whatever we ask for, the nation gets it back double with tax revenue we *Texas* generate.

I could go back to my point, however, I see that this whole discussion is going to change into a "fuck Texas" thread. Not to mention, I'm kinda in a name calling mood. God knows I don't want Que trying to IP ban me for being honest to everyone...

Neither of these states pay their way now so why would that change on their own. Texas would quickly be overrun by Mexico and Alaska would would be annexed by either Russia or Canada.

actinanass has succeeded in changing the subject once again, however Texas's and Alaska's crude oil reserves return little to those states and the nation's budget surplus. Up until recently the oil companies received massive tax subsidies for searching for oil. Strange the argument from Sarah Palin was that Alaska is so independent with its oil reserves, yet got federal dollars for a bridge to nowhere. And residents of Alaska receive a dividend check for the oil in their state. Wow socialism is great!

On another note, the military and industry are the major consumers of oil. The US military is the single largest consumer industry of oil in the world. Just the navy itself consumes almost 20% of all the oil used in the US. Now you know why we have perpetual war, to supply the oil machine. Now back to the topic.

I lived in Texas for a few years after I left the military.

I must say I am very surprised to see any black man defend the state like this.

Texas is not a very black friendly state

One reason Texas doesn't pay state taxes is they incarcerate black men at a very high rate to work their prison farms which are totally self sufficient and actually supply schools in Texas with the food they serve for lunch.

Texas has a financial stake in inmates more so than other states. And they incarcerate at a higher rate for what would be minor offenses elsewhere.

In fact the movie American Violet is (was) true of Texas and that case actually caused a change in the law.

When I say black friendly I am not only talking about the law and crime either.
But you have already spread myths about Perry and how self sufficient Texas is.

Don't sweat it though, if you like it I love it.

so when do they become their own country ?
