Stems are traditionally bounces of subgroups that are sometimes used during the mastering process, ie drums, bg vocals, chordal instruments, etc. It's not a requirement of the mastering process, but some mastering engineers request them.
However, in today's beat-selling market, trackouts have become known as stems, ie the bouncing of each individual track so that the artist will be able to do a full mix, rather than only mixing the vocals to a stereo bounce of the beat. Beat-sellers don't sell pro-tools sessions these days, they sell wav trackouts (usually .bwf- broadcast wave files, includes time stamp) so that it's easy to load a session regardless of the DAW (logic, FL, Ableton, etc) used.
