The Veterans Benefits, Health Care, and Information Technology Act of 2006 (Public Law 109-461) provides the U.S. Department of Veterans Affairs (VA) with unique authority for Service-Disabled Veteran-Owned Small Business (SDVOSB) and Veteran-Owned Small Business (VOSB) set-aside and sole source contracts.
This procurement authority, and its subsequent implementation, is a logical extension of VA’s mission to care for our Nation’s Veterans. VA refers to this program as the Veterans First Contracting Program.
The Vets First Verification Program affords verified firms owned and controlled by Veterans and Service-disabled Veterans the opportunity to compete for VA set asides. During Verification, the Center for Verification and Evaluation (CVE) verifies SDVOSBs/VOSBs according to the tenets found in Title 38 Code of Federal Regulations (CFR) Part 74 and 13 CFR Part 125 that address Veteran eligibility, ownership, and control. In order to qualify for participation in the Veterans First Contracting Program, eligible SDVOSBs/VOSBs must first be verified.

Verification Assistance Counselor Certification
VA continues to offer its “Understanding the Verification Process” training series to certify Verification Assistance Counselors across the United States. The course presents an integrated approach to learning about CVE internal processes, Verification policy and regulation, and how to navigate the Vets First Verification Program application process. PTAC Counselors who are interested in becoming VA-certified may register to receive a self-paced certification DVD. To register, contact CVE at verificationcounselor@va.gov or 202-632-9099. Certification is issued when a counselor has demonstrated comprehensive understanding by passing a final assessment.

Verification Program Webinars and Town Halls
CVE offers webinars to assist SDVOSBs/VOSBs with various aspects of the Verification process. After each webinar, CVE solicits feedback from webinar participants during town hall sessions. Discussion during town hall sessions is not limited to the webinar topics of “Pre-Application,” “Re-verification,” or “How to Stay Verified.
Participation in Verification Webinars and Town Halls is voluntary. Once registered, participants will receive an invitation to access the event at the email address listed in the firm’s VetBiz Vendor Information Pages (VIP) profile. Choose a topic to register for a session that best addresses your current or future Verification status.
Pre-Application Webinar and Town Hall (Every First and Third Friday)
This training is designed for firms that are new to the Vets First Verification Program and have not created a VetBiz VIP profile. SDVOSBs/VOSBs that have been inactive in the program and now wish to submit an application may also benefit from this session.
Preparing for Reverification Webinar and Town Hall (Every First Tuesday)
This session is for firms whose Verification will expire in 30 days and/or five months from the date of the scheduled webinar.
How to Stay Verified Webinar and Town Hall (Every Fourth Tuesday)
This training is offered to firms that have been verified for six months and would like to remain verified.
Post-Review Findings (PRF) Program (Denial Avoidance)
The Post-Review Findings (PRF) Program is designed to reduce denials by allowing applicants to address and correct issues prior to the Decision phase of the Verification process. If an issue is identified during Assessment, CVE will allow the applicant five days to address the issue. If the issue cannot be resolved within five days, the applicant may withdraw the application without penalty and reapply at a later time.
The applicant may also choose to accept an official denial letter and submit a formal Request for Reconsideration. The Case Analyst will explain all options and answer any questions during this process.
Note: Participation in the PRF Program does not guarantee Verification.
Verification Assistance Counselors
VA trains and certifies Verification Assistance Counselors through its Verification Assistance Counseling Program. Under this program, counselors are trained to provide application assistance to SDVOSBs/VOSBs that are interested in becoming verified. OVERVIEW
The Department of Veterans Affairs (VA) Office of Small and Disadvantaged Business Utilization (OSDBU) plays a large role in ensuring that programs, services, and support resources reach the Veteran small business community.
Direct Access Program (DAP) offers unique opportunities for Veteran-Owned Small Businesses (VOSBs) to build partnerships, maximize networking, and gain access to Procurement Decision Makers (PDMs) through structured, screened, and periodic events. Examples of activities which may occur at a DAP event include Business Opportunity Sessions (BOS), Networking Roundtables (NRT) and education sessions. Small Business Subcontracting Plans
Federal contractors are required to maintain an acceptable subcontracting plan if they are an other than small business (including all subsidiaries and affiliates, both foreign and domestic) and the estimated dollar value of the base contract and all option periods exceeds, or is expected to exceed, $750,000.
Contractors that meet this criteria must establish a subcontracting plan with specific dollar and percent goals for subcontracting to small, HUBZone small, small disadvantaged, small women-owned, Veteran-owned small, and service-disabled Veteran-owned small business firms. This plan must be in place prior to contract award. The requirement to submit a subcontracting plan does not apply to:

OVERVIEW
The Department of Veterans Affairs (VA) Office of Small and Disadvantaged Business Utilization (OSDBU) plays a large role in ensuring that programs, services, and support resources reach the Veteran small business community.
Direct Access Program (DAP) offers unique opportunities for Veteran-Owned Small Businesses (VOSBs) to build partnerships, maximize networking, and gain access to Procurement Decision Makers (PDMs) through structured, screened, and periodic events. Examples of activities which may occur at a DAP event include Business Opportunity Sessions (BOS), Networking Roundtables (NRT) and education sessions. The Department of Veterans Affairs (VA) has contracting and procurement activities within its nationwide network of hospitals, clinics, regional offices, Veterans benefits, Veterans Integrated Service Networks, data processing centers, and national cemeteries that require a broad spectrum of products and services.
VA purchases a variety of its supply products and services from national, regional, and local sources.

Small Business Subcontracting Plans

Federal contractors are required to maintain an acceptable subcontracting plan if they are an other than small business (including all subsidiaries and affiliates, both foreign and domestic) and the estimated dollar value of the base contract and all option periods exceeds, or is expected to exceed, $750,000.
Contractors that meet this criteria must establish a subcontracting plan with specific dollar and percent goals for subcontracting to small, HUBZone small, small disadvantaged, small women-owned, Veteran-owned small, and service-disabled Veteran-owned small business firms. This plan must be in place prior to contract award. The requirement to submit a subcontracting plan does not apply to:
- Small businesses
- Contracts under the prescribed dollar amounts
- Prime contracts not offering subcontracting possibilities
- Contracts to be performed entirely outside the United States
Commercial or Individual Plans

Commercial | A subcontracting plan that covers the company’s fiscal year and that applies to the entire production of commercial items sold by either the entire company or a portion thereof (i.e. division, plant, or product line). A commercial plan is the preferred type of subcontracting plan for contractors furnishing commercial items. | Annual |
Individual | A subcontracting plan that covers the entire contract period and has goals that are based on the company’s planned purchases of products and services needed to support a specific Federal contract (i.e. VA Federal Supply Schedule contract). | Semi-Annual |
The 2020 VA subcontracting goals are based upon total procurement dollars expended and are the suggested minimum goals for VA administered subcontracting plans.
