An Orange County lawmaker who inadvertently broadcast explicit remarks about his sexual conquests over an open microphone abruptly resigned from office Wednesday after legislative leaders stripped him of his committee posts and launched an ethics probe of his actions.

Assemblyman Michael Duvall (R-Yorba Linda), whose remarks were videotaped in July during a lull in a Sacramento hearing, stepped down less than 24 hours after the tape spread online Tuesday night.

In the video, the married family-values crusader from Yorba Linda talks in graphic detail about women he said he slept with -- at least one of whom appeared to be a lobbyist with business before the utilities committee on which Duvall sat as vice chairman.

"I am deeply saddened that my inappropriate comments have become a major distraction for my colleagues in the Assembly," Duvall said in a written statement Wednesday afternoon. "It would not be fair to my family, my constituents or to my friends on both sides of the aisle to remain in office. Therefore, I have decided to resign."

The sudden scandal was one more bruise for Sacramento as it lurches toward Friday, the end of a particularly unproductive legislative year, with unfinished work on such major issues as the prison crisis and the state's wobbly water infrastructure.

And the speed with which Duvall was pushed out the door was small comfort to Capitol-watchers who say the case shows the persistence of anything-goes behavior in the Legislature.

"The use of sexual favors is just one more example of the tactics that energy companies and lobbyists have used to win favorable laws from lawmakers," said Kathay Feng, president of California Common Cause.

As TV camera crews chased lawmakers through Capitol corridors for comment on the scandal Wednesday, the place was abuzz with gossip: other lawmakers with lobbyist mistresses, inappropriate invitations to romantic dinners, married legislators and industry officials canoodling at fundraisers and after-hours mixers.

Duvall, some said, just happened to get caught.

His remarks were videotaped during a July hearing of the Assembly Appropriations Committee and aired on a KCAL television news program Tuesday night. In the video, the socially conservative Duvall tells fellow Assemblyman Jeff Miller (R-Corona) in uninhibited detail about trysts with two women, neither his wife.

The KCAL report says one of the women is a lobbyist for a major utility with business before Duvall's committee. In the video, Duvall says her birthday is July 6. That matches the birth date of a Sacramento lobbyist for the San Diego-based energy firm Sempra.

Sempra issued a written statement saying that it is investigating the matter, but that its "employee has denied the speculative media reports."

On the tape, Duvall describes the "little eye-patch underwear" worn by one of the women. He refers to the age gap between her and him, after a recent birthday made them 18 years apart. "Now, you're getting old, man, I am going to have to trade you in," he said he told her.

And he mentions a second woman, in less detail.

"Cher, Shar, Shar -- oh, she is hot. I talked to her yesterday. She goes, 'So are we finished?' " Duvall says, adding that he replied no. He continues: "And I go, 'You know about the other one, but the other one doesn't know about you.' "

The Capitol Resource Institute, a conservative, self-described "pro-family" advocacy organization that had given Duvall a 100% score for his voting record on issues of concern to the group, denounced the lawmaker in a statement.

"It is always disappointing when a champion of traditional values does not practice the same in his private life," said Karen England, executive director of the institute.

Some GOP leaders were relieved by the resignation.

"Sticking around for a while would have just prolonged the agony, and he would have had the same result," said Scott Baugh, Orange County Republican Party chairman.

Gov. Arnold Schwarzenegger now has 14 days to call a special election to fill Duvall's seat, which could be held as soon as the first week in November. Orange County officials say that election will cost taxpayers between $330,000 and $440,000.

Assembly Speaker Karen Bass (D-Los Angeles) said the Legislature plans to aggressively investigate Duvall and any conflicts of interest that may have resulted from affairs he boasted about. One member of the legislative ethics panel that will oversee the inquiry said privately that there may be efforts to broaden it to include other lawmakers alleged to have intimate relations with lobbyists.

California Atty. Gen. Jerry Brown declined to comment on calls from consumer advocates that he launch a criminal investigation. Duvall's "votes on utility issues should be investigated to determine whether they were compromised," said Doug Heller, executive director of Consumer Watchdog in Santa Monica.

Duvall joined other Republicans in voting several times this year against renewable energy measures opposed by Sempra Energy. The measures would require utilities to derive significantly more electricity from solar, wind, geothermal and other renewable energy sources by 2020.

In Orange County on Wednesday, Duvall's constituents expressed shock.

Placentia Councilwoman Constance Underhill said Duvall's behavior was outrageous, especially if his dalliances were with lobbyists who had business with his committee. "If that's true," she said, "he sold out for sex."

Bob Bowdish, 62, who said he was once Duvall's letter carrier and has for years crossed party lines to vote for the assemblyman, said, "The public deserves more. . . . The fact of the matter is, what he did was wrong. This will ruin more than his political career."

At least one resident saw opportunity in the mess, however. "He did the right thing under the circumstances," said Orange County Supervisor Chris Norby. "He did it quickly. And I'm going to do the right thing. I will be seeking the seat."

Blake Hall, a leading figure in Idaho and national politics for 25 years, was fired Monday as a deputy prosecuting attorney in eastern Idaho and has resigned from the Republican National Committee.

Hall, a former member of the state Board of Education, pleaded guilty Friday to stalking a former girlfriend and is serving a 15-day jail sentence. He also was sentenced to a year of supervised probation. A six-month jail sentence was suspended.

Idaho Falls police reported that witnesses said <SPAN style="BACKGROUND-COLOR: #ffff00">Hall disposed of used condoms on the lawn of the woman's house. Nineteen condoms were turned over to police, collected on 10 different dates, according to a police report. Both Hall and his lawyer acknowledged the condoms belonged to him</span>, according to a police report.

Also, between March and August, Hall repeatedly followed the woman to restaurants, the movies and her home, and he ignored her repeated requests that he leave her alone, according to police and court records.

The victim testified Friday that Hall once followed her to a Walmart and took her car keys and would not return them until she agreed to "hear him out" concerning her marriage, the Idaho Falls Post Register reported.

"I was so tired of being victimized," the woman said. "It is unimaginable that a 56-year-old would be so deviant."

Bonneville County Prosecutor Dane Watkins Jr. told the Idaho Statesman on Monday that he met with Hall for about an hour at the jail Monday and fired him as the county's chief civil attorney.

That's a job Hall had held since 1983. Hel was paid $59,800 a year to advise the county commissioners and handle other noncriminal matters.

"The bottom line is he just couldn't work for the county, representing the county's interests, when he was being supervised on a criminal conviction," Watkins told the Idaho Statesman. "He was a member of the prosecutor's office, and every day we make decisions that relate to this very thing. I just didn't think it was appropriate to preserve that relationship."

Watkins, also a Republican, put Hall on paid administrative leave in September after a judge issued an order prohibiting Hall from contacting the former girlfriend, who is 37 and recently married another man.

But Hall, 56, will keep his $31,000-a-year job as the civil attorney in nearby Fremont County, according to Prosecutor Joette Lookabaugh, a Republican who hired Hall in January.

Lookabaugh said she told Hall he would keep his job "unless or until his ability to do an outstanding job for Fremont County citizens is compromised."

In a news release, Lookabaugh suggested Hall was singled out because of his notoriety.

"I understand that political figures are held to a higher standard," she said. "What is disturbing is the fact that often people who have devoted their lives to public service are not given the same benefits, or are treated more harshly, than the public at large. There seems to be a certain amount of political glee in striking down the well-known for any real or perceived foible."

Lookabaugh said Hall will continue to accumulate retirement benefits under the Public Employees Retirement System of Idaho, or PERSI.

Hall was classified as a full-time Bonneville County employee and accumulated 26 years of service. Were he to retire now, he would receive about $18,500 a year from his state pension. Were he to retire now and wait to collect until he's 65, Hall would get about $30,500.

Hall's tenure with the Republican National Committee also dates to the 1980s. Until his resignation, he was the second-most-senior member of the RNC.

Idaho GOP Chairman Norm Semanko issued the following statement Monday:

"Over the weekend, Blake Hall informed me that effective immediately he has resigned his position as National Committeeman of the Idaho Republican Party. Blake's successor will be chosen by the Idaho Republican State Central Committee. I am grateful for Blake's many years of service to the Republican Party and appreciate that he put the party first by submitting his resignation."

Hall has been a member of the 148-member governing body since 1990. He also served on the RNC when he was Idaho Republican Chairman from 1985 to 1989. Earlier this year, he resigned as the national party's general counsel. He resigned from the Board of Education earlier this year after nine years of service.

Hall began serving his sentence Saturday, two days before he was required to report to the Bonneville County Jail by Sixth District Judge Don Harding.

David Leroy, a former Idaho attorney general, is Hall's attorney.

"In my opinion, he accepted this severe penalty with extreme grace," Leroy said Monday. "He was calm and strong."

Harding denied Hall's request for work release, which would have allowed him to spend nights in jail but be freed during the day to continue working.

In addition to his work for the two counties, Hall has a private practice. He is administrator of the state Catastrophic Health Care Program, or CAT fund, and an attorney for the Idaho Counties Risk Management Program, or ICRMP. Hall’s work for government agencies brings his law firm more than $600,000 annually.

Bonneville County Commissioner Roger Christensen, chairman of the CAT fund board, said the board was already preparing to request new bids for the administrative contract because of a change in the law this year. Hall has been administrator since 1985, but his contract expires Dec. 31. If Hall were to continue on the job, he would have to win the competitive bid expected sometime in the first half of 2010, Christensen said.

Rick Ferguson, executive director of ICRMP, said in a written statement that the insurer of public entities had “no immediate plans” to reassign cases being handled by Hall’s firm, Nelson, Hall, Parry, Tucker, but would “continue to monitor Mr. Hall’s situation.”

“ICRMP will use the same considerations in making future legal assignments it has always used; those are based on the ability of a law firm to effectively handle a particular legal matter. Effectiveness includes a good working relationship with our members.”

Leroy said he had hoped the judge would allow Hall to continue to report to work, while spending 15 nights in jail.

"Blake Hall has absolutely no prior criminal record," Leroy said. "Yet he was denied a privilege commonly given in that jurisdiction of work release to attend to business during a relatively brief period of incarceration."

Special Prosecutor Jay Rosenthal said Monday that the sentence was appropriate.

"I believe the judge recognized how invasive this defendant was in the life of this young lady," Rosenthal said. "He held her effectively prisoner in her own community, and he needed to know what it was like to not be free."

Harding has been a judge for 18 years in 6th Judicial District and was assigned the case in the 7th District because of Hall's many connections in the region's legal community. Said Harding: "I've never seen (a stalking case) this extensive where it lasted so long and (was) such an invasion of privacy."

Harding denied Hall's request for a withheld judgment, which could have resulted in the expunging of the conviction had Hall successfully completed one year of supervised probation and a treatment program. Leroy said Hall plans to ask Harding to reconsider his decision on the withheld judgment.

Suggestion for Sen. Max Baucus: How about, "I showed bad judgment."

The Montana Democrat at the center of the health-care debate found himself at the center of a juicier debate this weekend when reports surfaced that he had recommended a staffer-turned-girlfriend to be the U.S. attorney for Montana.

Let’s stipulate that the modern workplace can be a messy place. People work long hours in close quarters. Things happen. Marriages fail. Baucus says that he was separated from his wife, and that Melodee Hanes, his state director, was separated from her husband when they began dating last year. Both are now divorced and live together in Washington, in what Baucus spokesman Ty Matsdorf described as a "mature and happy relationship."

Let’s stipulate further that Hanes, a former state prosecutor, was, as Baucus said in a statement, "highly qualified" for the job. And that all sorts of factors come into play in recommending candidates to be U.S. attorney -- personal connections, political alliances, fundraising history.

But Max, Max, Max: You don’t push for your girlfriend. "Mel would have been an excellent U.S. Attorney for Montana," Baucus's statement said. "I for one did not want her relationship with me to disqualify her from applying for the position." Except it did. The flip side of accepting the occasional messiness of the workplace is recognizing that romantic entanglements can limit your career choices. It would have been perfectly acceptable for Baucus to urge that a longtime staffer be given the prosecutor post. That same recommendation becomes inappropriate when sex is involved.

Nepotism rules exist for a reason -- and sexual relationships can be even more complicated. Was their involvement public knowledge? Would Baucus have felt comfortable pushing his wife for the job, or a sibling? "As we grew closer and things progressed, we knew it was time to begin the process of Mel transitioning out of my Senate office," Baucus's statement said. Right -- but not into a job that you use your influence to help her get.

The choice of U.S. attorney is up to the president, but home-state senators -- especially ones as important to a White House as Baucus is to this one -- have a big voice. Baucus submitted Hanes's name along with five others to an "independent" reviewer -- i.e., a longtime campaign donor. The reviewer whittled the list to three, including Hanes, and Baucus sent that list, unranked, on to the White House. Shortly thereafter, Hanes withdrew from consideration and went to work in a political position at the Justice Department.

No harm, no foul, maybe, but another illustration of how public officials can be perfectly obtuse to the perfectly obvious. Then again, Baucus benefits from his enemies: Republican National Committee Chairman Michael Steele went, as usual, way too far, asserting that Baucus "used his Senate office to advance a taxpayer-funded appointment for his staff-member girlfriend" and demanding a Senate Ethics Committee investigation into "why Senator Baucus put his personal needs above those of the people of Montana."

Unfair -- and also just what Baucus should have expected from such a boneheaded move.

Phoenix Mayor Phil Gordon on Tuesday asked the city attorney and a former Arizona Supreme Court chief justice to review his political involvement with a woman he is now dating.

Elissa Mullany's political consulting firm, MullanyWunder LLC, handled fundraising for Gordon's 2007 re-election campaign. And Gordon successfully nominated Mullany to several city commissions beginning in 2004.

But in a statement, Gordon said his "recommendations of Elissa Mullany precended any personal relationship. We do not share bank accounts. We do not live together."

Gordon added that none of the issues he has asked to be reviewed involve the use of taxpayer dollars.

The mayor said he was requesting the review after U.S. Senator Max Baucus came under criticism last weekend for recommending someone for a U.S. Attorney's Office job while he was romantically involved with her.

Dear Gary:

In an abundance of caution I am writing to you for an opinion involving city commission appointments I recommended on behalf of a particular person.

Over the weekend U.S. Senator Max Baucus was criticized for recommending someone for a U.S. Attorney post while he was romantically involved with that person. The circumstances in my case are substantially different than those involving Senator Baucus
but, again, in an abundance of caution I ask for your opinion on this matter.

Please note that I am asking for your opinion only on matters related to city commission appointments. Today I have also asked former Arizona Supreme Court Chief Justice Thomas Zlaket to review matters beyond the city’s purview including work performed by this individual’s company for my re-election campaign and various city initiative elections, as well as several private sector fundraising efforts. None of these matters involves the use of taxpayer funds. If you believe the appointments to be appropriate I would appreciate a written conclusion as such. If not I would ask for your suggestions as to how the city or I can reform our policies to guide such situations in the future.

By way of background:

• In 2004 the Council approved Phoenix resident Elissa Mullany’s appointment to the Encanto Village Planning Committee, for which I was the responsible nominator.

• In 2005 the Council approved Elissa Mullany’s appointment to the Citizen’s Transit Commission, which was recommended by Councilman Tom Simplot. She resigned from the CTC in June 2007.

• In November 2005 Elissa Mullany resigned from the Encanto Village Planning Committee because she no longer lived in the area and was subsequently approved by Council for an appointment to the Alhambra Village Planning Committee. She resigned from this committee in May 2006.

• In July 2007 the council approved Elissa Mullany’s nomination by me to the Phoenix Sister Cities Commission. Her service on this commission ended in March 2009.

Elissa Mullany is a principal with MullanyWunder which has been well-known in Phoenix fundraising circles for many years. The company handled fundraising for my 2007 re-election campaign in 2006 and 2007 and subsequently worked on numerous ballot measure campaigns, raising substantial amounts of money for them. Note that Elissa Mullany is not registered to lobby in the city of Phoenix. She is no longer serving on any city commissions.

I am now in a relationship with Elissa Mullany. As you may be aware, my wife and I separated nearly two years ago and our divorce will be finalized in the next several weeks. My recommendations of Elissa Mullany preceded any personal relationship. We do not share any bank accounts. We do not live together.

Nevertheless, and after observing the concerns and reactions to Senator Baucus, I would like your opinion on the appropriateness of any past and future appointments of her to city commissions. None are currently anticipated, but in light of questions that have been asked, I would like your opinion.

I would appreciate your analysis of my particular situation and suggested parameters for the city of Phoenix and me moving forward.

Thank you for your prompt attention to this matter. In an effort to avoid influencing your analysis I will not make any public comment on the matter until your review is completed.

In an abundance of caution I am writing to you for an opinion involving work that has been performed for my campaign and several private sector initiatives involving City of Phoenix matters.

There are two reasons for inquiring now.

Over the weekend U.S. Senator Max Baucus was criticized for recommending someone for a U.S. Attorney post while he was romantically involved with that person. The circumstances in my case are substantially different than those involving Senator Baucus but, again, in an abundance of caution I ask for your opinion on this matter.

Please note that I am asking for your opinion only on matters related to my campaign and private sector initiatives. I am asking the Phoenix City Attorney to review matters related to city commission appointments. If you believe the work to be appropriate I would appreciate a written conclusion as such. If not I would ask for your suggestions as to how the city or I can reform policies to guide such situations in the future.

During my 2003 election campaign I used one political fundraiser but due to a number of professional factors and recommendations from supporters I replaced that company with another for my 2007 reelection campaign.

The result was over one million dollars raised for my campaign. This company has gone on to represent the campaigns of many other members of the city council, as exemplified by their recent work on behalf of Councilman Sal DiCiccio, whose campaign raised approximately $300,000, and is now undeniably considered to be the premier political fundraising firm in Phoenix.

Contemporaneously, this firm, MullanyWunder, has also been hired to raise money for numerous successful city initiative campaigns and private sector projects such as the Phoenix Global Trade Initiative, Downtown Phoenix Partnership and Moving Phoenix Forward Federal Political Action Committee.

Some of these efforts are active while some are not. Some were established to help avoid taxpayers paying for economic development efforts in the wake of criticism about the city’s spending on travel while others were done to expand our reach with places like Dubai and other international markets. The results have been substantial. In all cases I understand that fundraising fees were consistent or below market rates. I was not involved in negotiating fees for these projects.

I am now in a relationship with a principal of the firm in question, Elissa Mullany. As you may be aware, my wife and I separated nearly two years ago and our divorce will be finalized in the next several weeks. While my relationship with Elissa Mullany is known in many circles a public relationship has been deferred pending the finalization of my divorce. We do not share any bank accounts. We do not live together. Elissa Mullany does not currently serve on any city commissions and she does no business with the City.

Nevertheless, and after observing the concerns and reactions to Senator Baucus, I would appreciate using your substantial experience to review this matter and to issue any findings or suggested reforms, if necessary.

Thank you for your prompt attention to this matter. In an effort to avoid influencing your analysis I will not make any public comment on the matter until your review is completed.

WASHINGTON — The birth certificate of a child whom a tabloid newspaper claims is linked to former Sen. John Edwards doesn't identify a father.

The document, obtained through a routine records request, shows Frances Quinn Hunter was born Feb. 27 to Rielle Hunter, a videographer who worked on Edwards' presidential campaign last year.

But the space for the name of the father is blank, even though the child was born more than two months after Hunter identified Andrew Young, Edwards' campaign finance director, as the father of her then unborn child. Young claimed paternity in a statement from his lawyer posted on the political blog mydd.com.

The admission comes after more than two years of rumors and tabloid hounding and an investigation into campaign money federal authorities suspect circulated around Edward's mistress. Edwards, former North Carolina senator and failed presidential candidate, has repeatedly denied being Quinn's father since August 2008.

"It was wrong for me ever to deny she was my daughter, and hopefully one day, when she understands, she will forgive me," Edwards said in a statement. That statement was released to NBC's Today show and The News & Observer.

Edwards said he has spent time with Quinn in the last year. He says he has, and will continue to, financially support her.

"I will do everything in my power to provide her with the love and support she deserves," his statement continued. "I have been able to spend time with her during the past year and trust that future efforts to show her the love and affection she deserves can be done privately and in peace."

A judge said he is ready to send Andrew and Cheri Young to jail for up to 75 days for contempt of court.

Superior Court Judge Abraham Penn Jones said the couple had failed to be truthful about the number of copies made of a sex tape of former Sen. John Edwards and his mistress and how many people have seen it.

This is the fourth hearing Jones has held on the tape, and with each one the Youngs produced more material and more affadavits.

Andrew Young previously said that he showed the sex tape to a producer for ABC and two book agents. After that, attorneys for Rielle Hunter, Edwards' mistress who Young says also appeared in the video, produced an affadavit from a ghost writer who previously worked for Edwards, Robert Draper of New York.

Draper swore in the document that on March 31, 2009, he and Young met at the Youngs' house. After Cheri Young had gone to bed, Andrew Young offered to show Draper the sex tape and played it on a big screen television in his office from his laptop, which suggested there was a digital copy stored on the laptop.

Young has turned over the original tape and a VHS copy. Federal agents have a DVD copy, but Young has sworn that other copies do not exist. He also did not disclose that he had shown it to Draper.

When the affadavit was brought up in court, Jones asked one of Hunter's lawyers, Alan Duncan: "Are you saying he lied to me."

"Yes, your honor."

"That's a painful thing," Jones said.

"There were things told to the court," Jones said from the bench, "under oath, in affadavits, in testimony that turned out to be inaccurate. Right now part of me says they didn't tell me the truth before in this court."

In past hearings, Jones told the Youngs that if he found they were not adhering to his orders, he would send them to jail for up to 75 days.

Young's lawyers tried to downplay the discrepancy as a memory lapse, one of many Young has suffered throughout the course of the hearings.

RALEIGH — Had she won, Stormy Daniels might have been the only U.S. senator who could perform a lap dance, lip-sync Motley Crue and descend a staircase in stiletto heels.

But from The Men's Club in Raleigh, bathed in purple light and dressed as Little Red Riding Hood, the Louisiana-born sizzler announced that she would drop her bid for national office — canceling what could have been the nation's most arousing race.

"I thought I would be accused of making a mockery of the system," Daniels said, a stud twinkling in her cheek. "But you can be blond and sexy and ... not be an idiot. For some reason, our society equates sexuality with stupidity."

Star of more than 100 adult films, the curvaceous performer found herself drafted last year into challenging U.S. Sen. David Vitter of Louisiana, the Republican incumbent whose family-values reputation suffered when his phone number turned up in the records of an escort service run by the "D.C. Madam."

Widely considered a gag, the "Draft Stormy" movement formed a Web site. But Daniels, born Stephanie Gregory Clifford, chose to take it seriously. She traveled around Louisiana on a listening tour, expecting to be heckled but instead winning praise for her honesty.

A few weeks ago, following the Republican National Committee scandal in which party officials spent nearly $2,000 in a sex-themed Hollywood nightclub, Daniels declared that tab to be admirably frugal and switched her party affiliation to Republican. She called for creative thinking and entrepreneurship, pledging to make a final decision on her candidacy April 15 - in the middle of her stint at Raleigh's Men's Club, where she is performing through Saturday.

Then reality hit.

"It's expensive," Daniels said. "I actually found that very sad. The cost of running for office keeps the best people from running. You need someone to represent the average person, and the average person can't afford to run. You get this vicious cycle of Ivy Leaguers."

A new Esquire profile of Newt Gingrich offers a rare glimpse into the personal life and political ambitions of the former House Speaker as he vies to make a comeback after resigning in disgrace over a decade ago.

Gingrich himself was interviewed for the feature story; however, some of the juiciest insight into the life of the prominent conservative voice comes from his ex-wife, Marianne Gingrich, whom he divorced in 2000.

"He asked me to marry him way too early," she revealed. "And he wasn't divorced yet [from his first wife Jackie Battley]. I should have known there was a problem."

Marianne Gingrich suggested that the former House Speaker found himself in the same relationship pattern eighteen years later when he sought to marry his current wife, then-congressional aide Callista Bisek.

"I know," she explained. "I asked him. He'd already asked her to marry him before he asked me for a divorce. Before he even asked."

The profile paints a silhouette highlighting the intersection of Gingrich's personal life and political career:

He asked her to just tolerate the affair, an offer she refused.

He'd just returned from Erie, Pennsylvania, where he'd given a speech full of high sentiments about compassion and family values.

The next night, they sat talking out on their back patio in Georgia. She said, "How do you give that speech and do what you're doing?"

"It doesn't matter what I do," he answered. "People need to hear what I have to say. There's no one else who can say what I can say. It doesn't matter what I live."

As for 2012, Marianne Gingrich shared her take on speculation swirling over the possibility of Newt Gingrich making a run for the White House in the next election cycle. The bottom line, she said, is that "there's no way" he'll be president.

"He could have been president," she explained. "But when you try and change your history too much, and try and recolor it because you don't like the way it was or you want it to be different to prove something new . . . you lose touch with who you really are. You lose your way."

Marianne Gingrich suggested that her ex-husband "believes that what he says in public and how he lives don't have to be connected" and added, "If you believe that, then yeah, you can run for president. ... He always told me that he's always going to pull the rabbit out of the hat."

Gingrich's second wife zeroed-in on what she suggested might be her ex-husband's achilles' heel:

"He was impressed easily by position, status, money," she says. "He grew up poor and always wanted to be somebody, to make a difference, to prove himself, you know.

Rep. Chris Lee, R-N.Y., resigned from Congress after a report emerged that he had sent flirtatious e-mails, including one with a bare-chested photo of himself, to a woman he met on Craigslist.

Lee is married and has a child.

"It has been a tremendous honor to serve the people of Western New York. I regret the harm that my actions have caused my family, my staff and my constituents. I deeply and sincerely apologize to them all. I have made profound mistakes and I promise to work as hard as I can to seek their forgiveness," Lee said in a statement Wednesday night.

"The challenges we face in Western New York and across the country are too serious for me to allow this distraction to continue, and so I am announcing that I have resigned my seat in Congress effective immediately."

On Wednesday, the gossip website Gawker posted a story that included the e-mails allegedly exchanged between Lee and the unnamed woman. According to the story, a single 34-year old woman from Maryland posted an ad on Craigslist's "Women for Men" section on Jan. 14. Soon afterwards a man named Christopher Lee replied, identifying himself as a 39-year-old divorced lobbyist.

In the exchange that followed, Lee reportedly sent the woman an e-mail including a photo of him with his shirt off, flexing his arms and chest. The woman later broke off her correspondence with Lee when she did an online search for him and determined that he had lied about his age and his job, the Gawker story reported.

Lee is a Republican congressman representing the 26th district of New York. He and his wife Michele have a young son named Johnathan, according to a biography on his website.

Nevada Sen. John Ensign to resign

Embattled Nevada Sen. John Ensign (R) will resign from office “soon” according to two senior Republican sources, a move that comes amid an ongoing ethics investigation into his conduct.

Ensign’s resignation, which was first reported by Las Vegas Sun columnist Jon Ralston, comes six weeks after he announced his plans to retire at the end of his current term, which expires in 2012.

His departure comes as the Senate ethics committee is conducting an ongoing investigation into his handling of an affair with a former political aide -- whose husband was also a top legislative aide to the senator.

Earlier this year the committee hired an outside counsel to begin a more formal investigative phase of Ensign’s actions, which would have likely led to either a public hearing on formal allegations or the public issuing of its allegations against the senator.

Removed from the Senate, the ethics committee has no jurisdiction in the matter and likely will keep private the results of its 20-month investigation.

In June 2009 Ensign publicly admitted that he had an affair with Cynthia Hampton, who was his political treasurer and was married to Doug Hampton, Ensign’s administrative assistant. The Ensign and Hampton families lived in the same neighborhood outside Las Vegas and were considered the best of friends.

In 2008, when the affair became known to the other spouses, Ensign dismissed both Hamptons from his political and legislative payroll. Ensign’s parents, wealthy casino magnates, paid the Hampton family $96,000 in what was labeled gift income for tax purposes, the precise amount legally permissible without triggering taxes.

In addition, Doug Hampton returned to Las Vegas and began working as a lobbyist for a consulting firm run by Ensign’s top political advisers. Doug Hampton has alleged that Ensign helped him line up his first few lobbying clients -- all donors to Ensign’s political committees -- and that the senator helped arrange meetings for Doug Hampton with Obama administration officials.

A Justice Department investigation into possible criminal activity by Ensign ended with no charges.

Ensign’s will allow newly elected Gov. Brian Sandoval (R) to appoint an interim replacement until the 2012 election next November.

Rep. Dean Heller, a Republican who is running to succeed Ensign, is the clear frontrunner for the appointment and would almost certainly benefit politically from spending the next year as the incumbent senator from the Silver State.

Democrats are likely to face a primary with Rep. Shelley Berkley and wealthy businessman Byron Georgiou both in the race.

If Heller is named to the Senate, there will be a special election to replace him in the sprawling 2nd district, which takes in much of the northern, rural counties of the state.

Sandoval would have seven days from the time he appointed someone to declare a vacancy in the 2nd district. The special election must be held within 180 days of that declaration.

Sharron Angle, the 2010 Senate nominee against Harry Reid, would likely be considered the early favorite in a special election scenario given her high name identification and fundraising prowess.

Democrats believe Angle’s divisiveness with a general election electorate could create a pickup opportunity in the state. No Democrat has formally announced plans to run although Secretary of State Kate Marshall is mentioned.

The district went for Sen. John McCain (R) by less than 100 votes in 2008.

Rep. David Wu spoke to House Minority Leader Nancy Pelosi (D-Calif.) and other top Democrats on Saturday about his political future in the wake of allegations of a sexual encounter with a teenager, but it is not clear whether the Oregon Democrat will step down from office.

  • Wu has been accused of having an “unwanted sexual encounter” with the teenage daughter of a longtime friendlast year over Thanksgiving weekend.

  • The teenager, whose identity has not been disclosed, and her family have not filed any criminal complaint against the longtime lawmaker, but the incident, the second accusation of inappropriate sexual behavior against Wu, is “extremely troubling” to Pelosi and other Democrats, say Democratic insiders.

  • Wu has disappeared from public view in the past day. He is believed to be holed up in his congressional office or residence on Capitol Hill. Wu has not commented on the allegations other than to release a short statement calling the matter “very serious.”

  • In 1976, Wu was accused of attempted rape by a former girlfriend. No charges were filed in that case, but Wu, who was then attending Stanford University, was required to see a counselor and was disciplined by the university.

  • Shortly before the 2010 elections, Wu began behaving erratically, including sending a picture of himself in a tiger costume to his staffers. More than a half dozen aides and campaign consultants quit as Wu bombarded them with troubling phone calls and emails. Wu’s remaining staffers canceled all campaign events, relying on TV ads to win his race.

    After news reports of his behavior appeared in February and March, Wu began treatment for an unspecified mental health condition.

  • Wu, who is being treated for an unspecified mental health condition, is separated from his wife Michelle as the couple reportedly is seeking a divorce. They have two children.

  • The Oregonian reported late Friday night that the 56-year-old Wu “acknowledged a sexual encounter to his senior aides but insisted it was consensual,” according to sources aware of the incident.

A married Indiana Republican state legislator who voted for a constitutional amendment to ban gay marriage sought to pay an 18-year-old man “for a really good time” in a hotel room, according to an email exchange published Friday by the Indianapolis Star.

The 1,600-word front-page story details the interaction between state Rep. Phillip Hinkle, 64, and 18-year-old Kameryn Gibson, who met the lawmaker after the sixth-term Republican responded to Gibson’s Craigslist advertisement in a men’s section of the site.

Emails shared with The Indianapolis Star suggest that state Rep. Phillip Hinkle -- responding to a local posting on Craigslist -- offered a young man $80 plus tip to spend time with him Saturday night at the JW Marriott hotel.

The emails, sent from Hinkle's publicly listed personal address, ask the young man for "a couple hours of your time tonight" and offer him cash up front, with a tip of up to $50 or $60 "for a really good time."

The email exchange is in response to the Craigslist posting in which the young man -- who lists his age as 20 in the ad but says he is 18 years old -- says, "I need a sugga daddy."

The young man told The Star that they met, but that he tried to leave after the man told him he was a state lawmaker. He said the lawmaker at first told him he could not leave, grabbed him in the rear, exposed himself to the young man and then later gave him an iPad, BlackBerry cellphone and $100 cash to keep quiet.

When contacted by The Star about the emails, Hinkle, a Republican who represents portions of Pike and Wayne townships, did not contest the emails but said, "I am aware of a shakedown taking place."

Asked what he meant by shakedown, Hinkle would not elaborate. He directed further questions to his attorney.

Hinkle's lawyer, defense attorney Peter Nugent, said he was unable to say what Hinkle meant by a "shakedown." Nugent said he is investigating the situation, but he does not know what happened Saturday. Nugent said he has not filed a police report and does not yet know whether he will.

Asked whether he had seen the emails and the Craigslist posting, Nugent said, "Oh, I've seen some emails, but not all of them." He would not be more specific.

"I'm trying to get to the bottom of everything involved," Nugent said.

Wednesday, Nugent faxed this "official statement":

"Representative Hinkle is aware of the inquiries by The Indianapolis Star and we are investigating the matter at this time. We request that everyone respect the privacy of the family at this time."

Hinkle, 64, who lists his occupation as coordinator for community partnerships for Wayne Township Schools on the Indiana House website, has been a state lawmaker since 2000. He is best known in the Statehouse for his interest in local government issues. On the website, he also notes he was a co-author of the bill that created the "In God We Trust" license plate.

The young man, Kameryn Gibson, told The Star he posted the Craigslist ad in the "Casual Encounters" section under m4m, which is shorthand for men for men. He used his adopted sister's email address.

Gibson said he and the man met but that they did not have sex. He and the sister, Megan Gibson, flatly denied any shakedown.

"I wasn't shaking him down, at all," Kameryn Gibson said.

Megan Gibson said she contacted The Star because she thought Hinkle's actions were "creepy" and, given his stature, that his actions should be made public.

Megan Gibson also provided the email exchange, which she forwarded to The Star. She also allowed a reporter to inspect the emails, which she had kept, on her smartphone. The phone contained not only the email exchange but a call log that showed phone calls from numbers that match both Hinkle's cellphone and home phone.

The Craigslist ad was posted at 7:37 a.m. Saturday. The ad shows two pictures of Kameryn Gibson, shirtless with pants pulled below the top of his underwear.

The ad's text features one written line: "Email me and I'll tell you everything you need to know!"

Forty-seven minutes later, he received a response from phinkle46 @comcast.net, with the email signature "Sent from Phil's iPad."

"Cannot be a long time sugar daddy," the email reads, "but can for tonight. Would you be interested in keeping me company for a while tonight?"

The email offers "to make it worth (your) while" in cash, and offers a personal description: "I am an in shape married professional, 5'8", fit 170 lbs, and love getting and staying naked."

Fifteen minutes later, Kameryn Gibson replied: "Yes I can!" He also sent along his phone number.

What followed was an email exchange between phinkle46 @comcast.net and Kameryn Gibson. One email from Hinkle's account asks "what will make you happy for giving me a couple hours of your time tonight?"

Gibson: "Wat (sic) can you give me?"

Phinkle46 @comcast.net: "How about $80 for services rendered and if real satisfied a healthy tip? That make it worth while?"

The two agreed on the price and discussed logistics. An email sent at 9:44 a.m., also with the signature "Sent from Phil's iPad" and sent from Hinkle's personal account, lays clear the parameters for the tip: "Final for the record, for a really good time, you could get another 50, 60 bucks. That sound good?"

Later, about 5 p.m., phinkle46 @comcast.net offered to pick up the young man at his Westside home and drive him to the JW Marriott hotel.

The final emails from phinkle46 @comcast.net come from a BlackBerry. One such email suggests: "If u want to consider spending night u might tell ur sis so she won't worry. Would have u back before 11 tomorrow. No extra cash just free breakfast and maybe late night snack."

Gibson responds only with his address. At 8:45 p.m., he receives one final email from phinkle46 @comcast.net: "I am here in parking lot between bldg 1 and 2. U here?"

The email exchange contains no mention of sex acts.

Brad Banks, supervisor of the D Felony Division at the Marion County prosecutor's office, explained -- without being provided details of the emails -- that prostitution in the state of Indiana is defined as an agreement between two parties to have sex in exchange for money and that the agreement must be about both sex and money.

Kameryn Gibson provided the following account of what happened after that final email from phinkle46 @comcast.net.

He said Hinkle picked him up in a white car -- his suit jacket was hanging in the backseat.

When they arrived at the hotel, Gibson said he was given the room key and told to go into the hotel. They couldn't go in together, Gibson was told. About 15 minutes later, Hinkle arrived in the room, changed into a towel and then during small talk informed Gibson he was a lawmaker.

Gibson said the man showed him an identification card.

The ID, Gibson said, gave a name: Phillip Hinkle.

"My eyes got big," Gibson told The Star. "I didn't really know what to say, so I didn't say anything. It was just a shock."

Gibson said he had posted on Craigslist before but had never met up with someone. Knowing he was in a bedroom with a politician, Gibson said, he got cold feet.

"Yeah, I don't want to do this," Gibson said he told Hinkle.

He said Hinkle's response was: "You need to do this, because I came and got you, and I'm not taking you back until we do what we need to do."

Gibson excused himself to the bathroom. There, he called his sister Megan. She said she would come get him immediately.

When Gibson came out, he said Hinkle told him he couldn't leave. Gibson called his sister again. This time, Megan told him to put her on speakerphone.

"I started cussing him," Megan told The Star. She also threatened to call the police and the local media.

"He said, 'I'll give you whatever,'" Megan said.

But when they hung up, Kameryn Gibson said Hinkle grabbed him by the right arm, just below the shoulder. Gibson said it was then that Hinkle grabbed him in the rear, dropped his towel and sat down on the bed -- naked.

When Megan Gibson arrived to pick up her brother, she again threatened to call police and the local media.

Kameryn and Megan Gibson said Hinkle then offered his iPad, a BlackBerry and $100 in cash.

Kameryn Gibson walked past his sister and out of the room as she continued to yell at Hinkle.

"She was still going off," Kameryn Gibson said, "and I was like, 'OK, I think that's enough, I think he gets it.' "

Megan Gibson said that on the drive back, she began receiving a series of calls on the BlackBerry, including one from a woman who said she was Hinkle's wife.

"I was like, 'Your husband is gay,' " Megan said. "And then she was like, 'You have the wrong person.' "

The line went silent.

"Just for a couple seconds," Megan Gibson said, "and the first thing she said was, 'Please don't call the police.' "

Phone messages left with Hinkle's wife late Thursday were not returned.

Megan Gibson said she then began receiving a series of calls from various family members -- including from Hinkle's son-in-law, demanding that his wife see proof of the emails.

Megan Gibson dropped off her brother then returned to the JW Marriott, where she showed Hinkle's daughter the emails.

Megan Gibson said on her way back, she received another call from Hinkle's wife.

"The first thing she said, she was like, 'OK, we will give you $10,000 not to say anything,' " said Megan Gibson, who said she was now becoming scared. "I was like, 'OK,' and I hung up the phone."

She soon got another call -- from the Marriott hotel. It was Hinkle. Megan Gibson told Hinkle that she had informed his wife and family that he was gay.

Megan Gibson said Hinkle's response was: "You just ruined me."

in downfall of David Petraeus

(Reuters) - Jill Kelley is a fixture on the Tampa, Florida, military scene, volunteering for community relations work with foreign military officers and their families stationed at MacDill Air Force base.

She is also a friend of David Petraeus, and yet, she appears to have contributed to his stunning downfall and departure as director of the CIA.

It was Kelley's complaints about harassing emails from the woman with whom Petraeus had an extramarital affair, Paula Broadwell, that prompted an FBI investigation that later exposed the liaison and led to his resignation last week.

People close to Petraeus have said Kelley is a family friend and that there was no romantic relationship. It's unclear why Broadwell would have sent threatening emails to her, but she may have seen her as a rival for Petraeus' affections, the same people said, speaking on condition of anonymity.

The scandal has tarnished the reputation of a revered general and raised questions about how the FBI handled the situation and when the White House learned of the affair, which became public after the November 6 presidential election.

It has also brought uncomfortable attention to three women in Petraeus' life: Kelley, Broadwell and his wife of more than 37 years, Holly, an official with the Consumer Financial Protection Bureau.

Kelley and her husband, Scott Kelley, a Tampa cancer surgeon, became friends with Petraeus when he was stationed at MacDill Air Force Base in Tampa from 2008 until 2010, people familiar with the situation said.

At the time, Petraeus was commander of the U.S. military's Central Command, which runs operations in the Middle East and South Asia. The two families socialized in Tampa and in Washington, the people said.

Unlike Broadwell, who has been silent and out of public view since the story broke on Friday, Kelley has put out a statement on her family's friendship with the Petraeuses and asked that her family's privacy be respected.

A source close to the family said that Kelley is now being advised on how to respond to the Petraeus uproar by one of Washington's most prominent trial lawyers, Abbe Lowell, a family friend who has represented high-profile criminal defendants like former U.S. Senator John Edwards and disgraced Republican lobbyist Jack Abramoff. Lowell did not respond to requests for comment.

Kelley has also enlisted the help of Judy Smith, a well-known crisis PR manager who is the model for the ultra-effective fixer and spin doctor Olivia Pope in the ABC Thursday night TV drama "Scandal."

Kelley could not be reached for comment. She was spotted driving away from her Tampa home on Monday in a car with "Honorary Consul" on the license plate. She is considered an unofficial ambassador at the MacDill base, promoting community relations with foreign liaison officers, said a source familiar with the situation.

Kelley is the daughter of Marcelle and John Khawam, now of Washington Crossing, Pennsylvania, but with roots in the Northeast section of Philadelphia, said her brother, David Khawam, a lawyer who practices in Westmont, New Jersey. The Lebanese-born parents owned three restaurants, all called Sahara, when their children were growing up.

Kelley's vocation has been to be an "honorary ambassador" to the military, her brother said. "She has always wanted to take a certain role, in giving back to the community," he said.

He said it's not surprising she would go to the FBI after receiving threatening emails from an unknown source, considering her connections to the military and the fact that she has a wealthy husband and young children.

"I believe my sister probably reported this because of fear that somebody may be serious in any kind of threats they may be making towards her," he said.

FBI AGENT REPORTEDLY BARRED FROM CASE

The Wall Street Journal reported that the FBI agent who started the investigation was a friend of Kelley's. He was later barred from taking part in the case over concerns that he had become personally involved. Officials found that he had sent shirtless pictures to Kelley, the Journal reported.

The agent's identity has not been disclosed.

Kelley, 37, also has an identical twin sister, Natalie Khawam, with whom she appears with Holly and David Petraeus and her husband in a 2010 photo published in newspapers on Monday.

Court records show Kelley played a role in a bitter child custody trial that preceded the divorce case between Khawam, and Khawam's then-husband, Grayson Wolfe of Washington, who once worked for the Coalition Provisional Authority in Iraq.

In a scathing decision in November, 2011 against Khawam that granted sole primary and legal custody of their then 3-year-old son to Wolfe, District of Columbia Superior Court Judge Neal Kravitz refused to believe Kelley's claims that Wolfe had tried to push her sister down a flight of steps in Kelley's Tampa home.

"The court does not credit this testimony," Kravitz wrote, calling Kelley "a patently biased and unbelievable witness."

Neither Wolfe nor Khawam could be reached for comment.

Broadwell, 40, who sources said sent the threatening emails to Kelley, is an Army reserve officer and doctoral student who lives in Charlotte, North Carolina, with her husband and two young children.

FBI agents searched Broadwell's home on Monday, entering the house carrying boxes and remaining there for almost two hours. There was no sign that Broadwell or members of her family were at the house during the FBI search.

Broadwell met Petraeus in 2006 when she was student at Harvard. The general gave her his card and offered to help with her studies.

In 2010 when Petraeus was named commander in Afghanistan, she decided to turn a dissertation about his leadership into a book, called "All In," which was published in January. Interviews for the book often took place during runs together, Broadwell said later.

'ALPHA WOMAN'

A person who knows Broadwell and Petraeus said she stood out in Afghanistan as an "alpha woman" who was attractive, fit, smart and driven. It was not unusual for Petraeus to mentor younger soldiers and take an interest in scholarly work, said this person.

Broadwell has not responded to requests for comment.

It is not clear how much Holly Petraeus and Broadwell have interacted. In the book's acknowledgements, Broadwell gives "special thanks" to Holly, but no interviews are listed with her in the notes.

The book describes how Petraeus and Hollister "Holly" Knowlton, a student at Dickinson College, first met on a blind date in 1973 at a college football game at West Point, where Petraeus was a cadet. Holly's father, General William Knowlton, was the superintendent at West Point, and Petraeus found the "stature of Holly's family intoxicating," the book says.

Holly has been a dedicated military spouse who endured her husband's extended absences over the past decade, said Peter Mansoor, who was Petraeus' executive officer in Iraq from 2007 to 2008.

"They've been apart more time than they have been together, with him being overseas on five different deployments," Mansoor said. "She was a stalwart Army trooper through it all."

At the Senate hearing on confirmation of his appointment at the CIA in June 2011, some senators, including John McCain and Joe Lieberman, paid tribute to Holly, as did Petraeus.

"Holly was recently described as being bright, nice, small and a pit bull, someone you want in your corner," Petraeus said. "I've been blessed to have had her in my corner for some 37 years and 23 moves, and I appreciate the opportunity this afternoon to recognize her publicly."

Since January 2011, Holly Petraeus has led an office that advocates for military families at the Consumer Financial Protection Bureau.

Jean Ann Fox of the Consumer Federation of America, said Holly Petraeus has traveled all over the country to talk to service members and has a reputation for spending time with families and talking about her own experiences and observations as a military spouse.

"She has shined a light on a lot of problems that impact the military, and hopefully as time goes on, enforcement actions will help take care of some of that," Fox said.

A Consumer Financial Protection Bureau spokeswoman said Holly Petraeus remains a key leader at the agency and would have no further comment. She posted a Veteran's Day message on the bureau's website on Friday, the same day her husband's resignation became public.

Mansoor, trying to explain David Petraeus' behavior, said he believes he might have struggled with the social transition from his life in a military "cocoon" to his work at the CIA.

"I think that General Petraeus found himself a little bit isolated socially at the CIA and his manner of reaching out was through the person who made herself the most available to him and that was Paula Broadwell," Mansoor said.

Holly Petraeus is furious with her husband, said Mansoor. "He's going to do what he can to repair his relationship," he said.

Sydney Leathers just won’t quit.

The buxom brunette at the center of the most recent Anthony Weiner sexting scandal continued her run in the limelight Tuesday, penning an obscene 10-point manual on how to seduce vulnerable politicians.

“For me, Anthony Weiner was a weird science experiment,” wrote Leathers in a lengthy piece for online women’s lifestyle magazine XOJane.com that was as much a defense of her actions as it was a sexting guidebook. “I wanted to see how far it could go. How far could I push it? How long could it go on?”

Step one in attracting a needy politician, Leathers wrote, is all about playing up his ego.

“Indulge his crazy alter-ego, and whatever you do, don't laugh at him,” the 23-year-old Indiana native said. “When in doubt, use a smiley-face and tell him you actually mean it.”

Weiner admitted last month that he had a sexting relapse in June 2012 — a year after he resigned from Congress in disgrace, following the surfacing of several sexy tweets, and has maintained his online trysts ended last summer.

But Leathers, who has so far leveraged renewed interest in the candidate’s illicit behavior into a Vivid Entertainment-produced short adult film and an appearance on the Howard Stern Show, wrote Tuesday the two were in contact as recently as April 12.

Steps two, three and four of Leathers’ how-to involve playing coy, making the first move and manipulating a politician’s weaknesses, the former cyber-mistress said.

But Leathers waits until the end of her very specific list to really spice things up.

“Tell him how big his weiner is — especially if it's Weiner,” she wrote.

“The best way to compliment on penis shot: Be really specific. Not just length but girth and everything. Really be specific. Tell him what you want to do with it, whatever.”

Weiner has in recent days, tried to move his campaign beyond the latest cyber-scandal. On Monday, he unveiled a second policy book outlining his vision for New York.

Louisiana Republican Rep. Vance McAllister — known as the “Kissing Congressman” — has decided to seek a full term after announcing his retirement earlier this year.

McAllister had hinted for weeks he was considering running for reelection, but he confirmed it in an interview with the Monroe News-Star this morning. He later confirmed the news at a press conference at a park in Monroe, where he was greeted with “enthusiastic applause” by upwards of 75 supporters, the newspaper reported

“I wanted to make sure everything was good with our family,” McAllister told The News-Star earlier in the day. “Our family is stronger than ever, so I think the people should decide whether or not I continue to represent them.”

McAllister originally announced his retirement after he was caught on camera kissing a staffer shortly after winning a special election last year.

The district is solidly Republican, and Louisiana’s elections procedures mean, like in the 2013 special election, it’s possible for two Republicans to meet in a December runoff election.

Rep. Katie Hill, a first-term Democrat from California, has been accused of having a sexual relationship with her legislative director, as well as with a young staffer on her campaign.


The story is a complicated one. The allegations first surfaced on RedState, a conservative website known for its devotion to President Trump. Last week, the site reported that Hill and her husband had, until recently, been involved in a sexual relationship with a staffer in her 20s who worked on Hill’s campaign. The story included explicit images purporting to be of Hill and the staffer.

Then, earlier this week, the site published what it said were text messages between Hill’s husband, Kenny Heslep, and the staffer that suggest the staffer was abused in the relationship.

Meanwhile, RedState has also reported that Hill was having an affair with her legislative director, Graham Kelly.

Hill has denied having a sexual relationship with Kelly but, on Wednesday, she admitted to having a relationship with the campaign staffer.

“During the final tumultuous years of my abusive marriage, I became involved in a relationship with someone on my campaign,” she said in a statement, according to CNN. “I know that even a consensual relationship with a subordinate is inappropriate, but I still allowed it to happen despite my better judgment.”

Meanwhile, Hill says the images published by RedState were released without her consent and implied that Heslep, with whom she is in divorce proceedings, might be responsible.


“The fact is I am going through a divorce from an abusive husband who seems determined to try to humiliate me,” Hill said in a statement to the Post.

The allegations against Hill are serious. As the Washington Post notes, it is against the code of conduct adopted by Congress last year for legislators to engage in sexual relationships with their staff. On Wednesday, the House Ethics Committee announced an investigation into the allegation of Hill’s relationship with Kelly.


The code of conduct does not cover campaign staff, but many advocates say there’s a fundamental problem with an employer having a sexual relationship with an employee. There are “inherent power dynamics involved with superiors and their subordinates, which makes the issue of consent difficult,” Ally Coll, co-founder of the anti-sexual harassment organization The Purple Campaign, told Vox.

The texts hinting at abuse make the allegation even more troubling. At the same time, if Hill is correct, the allegations may have emerged as part of what was essentially an act of revenge porn: It is illegal in California, Washington, DC, and elsewhere to try to hurt someone by distributing naked photographs of that person without consent. Meanwhile, the fact that Hill is one of the first openly bisexual members of Congress may be contributing to the way the allegations have been portrayed. RedState’s headlines, for example, appeared to stoke salacious interest in the story by referring to Hill’s alleged “2-Yr Throuple Relationship.”

Hill is not the first woman to be accused of sexual misconduct or inappropriate relationships in recent years, and the allegations are the latest reminder that such misconduct is not only the province of powerful men. However, they’re also a reminder that the gender and sexual orientation of the person accused have an effect on how allegations come to light and how the media responds.

Hill had a sexual relationship with a campaign staffer. She is also accused of a relationship with a separate Congressional staffer, which she denies.

Hill, 32, beat Republican incumbent Steve Knight in 2018 to represent California’s 25th Congressional District, which spans parts of Los Angeles and Ventura counties. She was part of a congressional class that included a record-breaking number of women, as well as a number of historic firsts. As reporter Michelle Ye Hee Lee notes at the Post, she is also one of the first openly bisexual people to serve in Congress.

She is “considered a rising star among the Democrats,” Lee writes, and is one of the “Big Six” first-term members of Congress to serve in major leadership roles. But Hill has faced scrutiny since last week, when RedState reported that she and her husband had been involved in a relationship with a female campaign staffer, beginning in 2017 and ending after Hill moved to Washington in 2019.

The site posted photos it says depict the women together, with the face of the staffer, who has not been named, blurred out. In one of the images, a woman identified by RedState as Hill is nude.

In a follow-up story, RedState published texts purportedly between the staffer and Hill’s husband, Heslep, alluding to abusive behavior in the relationship.

“It was a dark time and you treated me really poorly but I also stayed which I have to own,” one of the texts, purportedly from the staffer to Heslep, reads.

According to RedState, Heslep replied, “Don’t take full responsibility for staying with people that are abusing you. That is basically victim blaming, and none of it was your fault.”

In one text to the staffer, Heslep referred to “katies abuse,” according to RedState. And in another, the staffer referred to a hobby she enjoyed, according to the website: “She can ruin politics, take all my friends, and isolate me, but she can’t have [this].”

Meanwhile, RedState also reported that Hill had been involved in a year-long affair with her congressional legislative director, Kelly, which caused her husband to file for divorce.

Hill has not yet responded to a request for comment from Vox, but she said in a statement to the Post on Tuesday that “allegations that I have been involved in a relationship with Mr. Kelly are absolutely false.”

“I am saddened that the deeply personal matter of my divorce has been brought into public view and the vindictive claims of my ex have now involved the lives and reputations of unrelated parties,” the statement continued.


Then, in a separate statement to constituents on Wednesday, Hill acknowledged a relationship with the female campaign staffer.


“I know that even a consensual relationship with a subordinate is inappropriate, but I still allowed it to happen despite my better judgment,” she said in the statement. “For that I apologize. I wish nothing but the best for her and hope everyone respects her privacy in this difficult time.”


However, she also decried the manner in which the relationship came to light. “Distributing intimate photos with the intent to publish them is a crime, and the perpetrator should be punished to the full extent of the law,” she said, adding that she had notified Capitol police about the leak of the photos.


Under Washington’s “revenge porn” law, enacted in 2014, it’s illegal to try to harm someone by disseminating nude photographs of that person without consent, and perpetrators can face up to three years in prison. Such laws, now on the books in more than 30 states, are a response to a very real problem: According to one 2016 study, one in 25 Americans has been a victim of “revenge porn.” (Heslep did not respond to the Post’s request for comment.)

The allegations could have serious consequences. They’re not necessarily being treated seriously.

Regardless of how the allegations came about, they could have serious consequences.


Last year, the House adopted new ethics rules barring members from having sexual relationships with staffers. The rules don’t explicitly apply to campaign staffers like the one involved in a previous relationship with Hill and Heslep, but, Lee reports, the House Ethics Committee has determined it has jurisdiction over “misconduct relating to a successful campaign for election to the House.”


In general, “it is best practice for organizations to prohibit romantic relationships within either a direct or indirect reporting relationship,” said Coll, who co-founded the Purple Campaign after speaking out about her own experience being groped by a senator when she was an 18-year-old intern. A relationship with a boss can put pressure on the subordinate to consent, Coll said, as well as creating an “appearance of impropriety or favoritism” that affects others in the workplace.


And when the employer is a politician, allegations of sexual misconduct — and how they’re handled — matter to voters, Coll said. “Research shows that more than half of voters say that they would not vote for somebody who is accused of sexual harassment, or, more importantly, somebody who did not make addressing sexual harassment a priority,” she explained. “People, myself included, want to see lawmakers lead by example, and I think that starts with taking responsibility for their own offices and their own campaigns.”


Even before the allegations became public, Hill was expected to have a difficult reelection campaign in 2020, according to the New York Times.


The allegations against Hill come after multiple members of Congress, including Sen. Al Franken (D-MN), have resigned amid accusations of sexual misconduct. The ethics rules last year were part of a broader reckoning with that reality, which also included legislation to make it easier for staffers to report misconduct.

While the only members of Congress to resign after allegations have been men, Hill is not the first powerful woman to face such allegations in recent years. California State Assemblymember Cristina Garcia, for instance, was accused last year of groping a male staffer. An investigation failed to corroborate the claims but found that she had used vulgar language, and Garcia, who had been honored as a “silence breaker” in the Me Too movement by Time magazine, was removed from her committee memberships.


Meanwhile, the fact that Hill is bisexual and a woman may have impacted the way the allegations against her have been covered and received by the public. The headlines and stories on RedState focused on her sexual orientation and relationship status, with headlines including “Bisexual Rep. Katie Hill Allegedly Left Her Husband For Her (Male) Finance Director” and CA Rep. Katie Hill Allegedly Involved Female Staffer In 2-Yr ‘Throuple’ Relationship.”


Other conservative outlets are leaning hard on the “throuple” angle, with the Washington Examiner titling a story “Swing district: Katie Hill 2020 rivals seize on leaked naked ‘throuple’ photo as campaign issue,” and Fox News reporting, “Rep. Katie Hill fights back amid claims she was involved in romantic ‘throuple’ with staffer.”


Among ordinary internet users, “throuple” was the top Google search term linked to Hill’s name this week, with “photos” and “uncensored” close behind, indicating that people are searching for the story in the hope of seeing Hill naked. This is, to put it mildly, not how the allegations against Sen. Franken were received.


All told, the story of Hill and her relationships with staff — alleged and confirmed — is disturbing in a number of ways, from the very real abuses of power of which she is accused to the way those accusations are being conflated with Hill’s sexuality and a salacious desire for nude photos of her. It’s a reminder both that men aren’t the only ones who can engage in sexual misconduct and that coverage of the issue is just as vulnerable to sexism, homophobia, and biphobia as any other topic.

Freshman Rep. Katie Hill is resigning from Congress after facing allegations of inappropriate sexual relationships with staffers in her office and on her congressional campaign.
“It is with a broken heart that today I announce my resignation from Congress. This is the hardest thing I have ever had to do, but I believe it is the best thing for my constituents, my community and our country,” Hill wrote in a letter announcing the news after it was first reported by POLITICO.​
“This is what needs to happen so that the good people who supported me will no longer be subjected to the pain inflicted by my abusive husband and the brutality of hateful political operatives who seem to happily provide a platform to a monster who is driving a smear campaign built around cyber exploitation,” Hill added.

Hill did not specify a resignation date in her letter but multiple people with knowledge of her plans said she could step aside as soon as Nov. 1.
Hill's announcement capped a tumultuous 10-day episode that shook the Democratic Caucus. Hill was a prominent figure in the historic Democratic freshman class, and her resignation was a blow to the colleagues who defended her as the 10-day episode unfolded.

Speaker Nancy Pelosi (D-Calif.), who has taken a hard line in sexual harassment cases, said in a statement that Hill had made the right decision in stepping down.

"[Hill] has acknowledged errors in judgment that made her continued service as a member untenable," Pelosi said on Sunday night. "We must ensure a climate of integrity and dignity in the Congress, and in all workplaces.”
