The Earth spins at a rate of one rotation per 24 hours that's half the speed of a clock. Look you don't measure rotating things (like the speed of the tires of a car) in mph, you only measure linear moving things with mph. You can however make a linear measurement of a isolated longitude level on the earth like the equator, but not the whole planet, but as Harley Race said, speed is relative, and to help you understand this concept, just imagine two levitating cars driving in a vacuum, one is driving at the speed of 50 mph, and the other 51 mph, from the perspective of the slower car the faster car is moving 1mph, and without the forces of friction and wind drag, a person could easily walk from one moving car to the next as if moving from the ground to a escalator. Now get this even if one car was moving 1,000,000 mph and the other 1,000,001 nothing would change.
The point is not only is speed relative but without external forces such as friction (what you feel from the tires of a car and bumps on the road) and wind drag (the wind you feel when you stick your hand out of a fast moving car) there is no way you could feel movement, just as long as the there is no acceleration or deceleration, this is also why you don't feel planes movement other than taking off (acceleration) and landing (deceleration) as well as up and down from turbulence.
Here is another thought experiment, if you flew on a plane flying at 500mph and drove a remote controlled car, in that plane, that was traveling at 5 mph, how fast is the remote controlled car traveling?
