If you apply for citizenship to another country you have to give up your US. If you are granted citizenship then you keep your US.
You also have to settle all of your debts.

They were all pardoned, but the situation then was very different from today.
The Confederate army was comparable to the German army of the 1940s. You had a few key people committing the atrocities while the rest of the soldiers were drafted into service. That's why, in both cases, the majority of the soldiers were pardoned.
These days, anyone who commits an act of domestic terrorism against the United States does so completely of their own free will. They aren't forced into it by a rogue state. The country is also far wealthier now than before which means the federal government now has the resources to try and imprison these folks.
So no, I don't want them to be able to do their dirt and escape to Russia with a bunch of like-minded criminals. Especially when Russia is eventually going to use these folks to attack the US again.
