Bradley was signed just to be an opponent for Pac.

In order to make a guy a draw he has to have something people want to see. Bradley can't punch so there are no one punch ko's in his fights. He's not exceptionally skillful or fast, and his fights are ugly headbutt fests. I don't think there is much to work with there unless Bradley himself suddenly becomes a better fighter. Plus fighting Casamyor in his last bout did him no favors.

I agree with all that but most fans don't pay attention to details so you match him up with guys he can show off whatever skills he has and Joel was not one of those guys.

Careful match making can work wonders, but it will be hard with a guy like Bradley.
