Actually he did alot. Panama Canal , establishing Dept of Energy and Education. Google his accomplishments
he did a lot but his presidency was a failure. there r some reasons as to y and history has shown he was better than initially credited but perception is reality and the perception is he didnt perform as President to deliver us from Nixon AND save us from Reagan and that was due mainly to the fact he didnt or couldnt get dirty deceitful nor lie to secure his Presidency

You said Carter at #24 is rated above every modern GOP President however Reagan is rated at #18,Bush SR at #20 how is that math mathing? and also who said cbs has a credible Presidential ranking? As I said Carters Presidency is viewed as a failure not his post presidency. reading is fundamental but I guess comprehension isnt. Also I am far from MAGA but I do know history since I majored in it and no one objective and not partisan will say Carter was a great good or average President. He even said in his books he made mistakes and there were many things he wished he could have done differently. His after presidency was stellar arguably the greatest ever for a former President and that goodness is why he was a lousy President cause he wasnt an asshole like the ones who we call great.

Majoring in history means essentially you have memorized certain truths, half truths, and many lies of the white man.

Carter was a great president. It is not his fault that 40-50% of the population is too slow and/or self absorbed to understand this, even with the passage of several decades.

Like many French "art movies", he was not well received nor adequately appreciated by a population with an aggregate reading ability approximating grade level 6.
