RICHMOND, Va. (WWBT) -
Richmond Police credited a “hero citizen” on Wednesday who provided a tip that they say prevented a mass shooting on July 4 at Dogwood Dell.

Police Chief Gerald Smith said Wednesday that the tip led investigators to the 3100 block of Columbia Street. Julio Alvardo-Dubon, 52, was arrested before the July 4 event and charged with being a non-U.S. citizen in possession of a firearm. After the event, police arrested Rolman Balacarcel, 38, who faces the same charge.

Police said the suspects were roommates.

Smith said they seized two assault rifles, one handgun and more than 200 rounds of ammunition during their investigation.

Smith and Richmond Mayor Levar Stoney credited the community with their help, with both of them stressing “If you see something, say something.”

The initial tip about the potential plans came on July 1, police said Wednesday. Alvardo-Dubon was arrested that day. Balacarcel was arrested on July 5.

“We know what their intent is but we don’t have a motive,” Smith said.

Smith said the “majority of our police department was working on the Fourth ... we also had concerns about the Diamond and the baseball game as well too.”
