One third of French say they are racist: survey

PARIS (Reuters) - One third of French people say they are racist, a French human rights watchdog said on Tuesday, after a survey that showed an increase from last year in the number of people who acknowledged being racist.

Some 33 percent of 1,011 people surveyed face-to-face by pollsters CSA said they were "somewhat" or "a little" racist, up 8 percentage points from last year, according to an annual report by the National Consultative Commission for Human Rights.

The poll asked the question "When it comes to you personally, would you say you are ..." followed by a list of options: somewhat racist, a bit racist, not racist, not very racist, not racist at all and don't want to say.

The poll revealed deep economic and social anxiety, Joel Thoraval, the commission's president, said in a statement released to coincide with the International Day for the Elimination of Racial Discrimination.


"Despite the efforts deployed to fight racism, anti-Semitism and xenophobia there is still a long way to go," he said.


The report, presented to Prime Minister Dominique de Villepin, was conducted from November 17-22, 2005, immediately after several weeks of rioting in poor suburbs around the country.


Thousands of cars were torched by youths who said they faced discrimination, police harassment and lack of access to jobs. Youth unemployment rises to 50 percent in some poor urban areas.


REPUBLICAN IDEALS


France does not keep official statistics on the number of people belonging to ethnic groups, arguing that to do so would undermine social cohesion and go against its republican ideals.


France has Europe's largest Jewish and Muslim minorities with about 600,000 Jews and 5 million Muslims, mainly of north African origin.


Asked about their main fears for French society 27 percent listed unemployment. Insecurity and poverty were cited by 16 and 11 percent respectively as their primary concern.


Right-wing politician Jean-Marie Le Pen stunned France when he came second in the first round of presidential elections in 2002 against President Jacques Chirac, espousing policies that included a tough line on foreigners.


The French League of Human Rights said in a press release that politicians trivialized racism and associated petty crime, economic crisis and housing shortages with an excessive number of foreigners.


The number of violent racist or xenophobic acts reported to the authorities fell to 88 in 2005 from 169 in 2004, partly because of a sharp drop in Corsica, which accounted for almost half of all such acts in 2004, the commission's report said.


But the number of threats reported fell at a slower rate, to 382 in 2005 from 461 in 2004, the commission said.


Separately, Europe's top human rights body, the Council of Europe, issued a region-wide call for vigilance against the spread of discrimination, hate speech and stereotyping across different forms of media.

That's nothing new, my friend has french friends becuase he studied over there, and he told me about that, but you could tell by the way they act towards you.
 
France has chosen May 10 to commemorate the abolition of slavery as it was on that date five years ago that Paris adopted a law recognising the trade as a crime against humanity.

France was the first country in the world to do so.

France didnt never have a Nationally Organized Racist group called the

Klu Klux Klan either.


Actions speak louder than words. Gesture, whichever..still a step in the right

direction.

I'm certainly not taking any sides on this issue but Bill Clinton apologized for slavery officially during his presidency. Just thought I'd mention that. I'm still waitin' on my 40 acres. Not holdin' my breath either.
 
Naturelment, Mon Chere London, les ecoles en France sont pour tout les enfants, donc ill ont la chance de fair leur vie comme tous les Francais. Il non pas de murs qui leur depecer de rien faire avec leur vie. Le racisme est plus prevelent en mon pais, mon chere, les Etas Unis. Moi aussi etait etudiant dans les ecoles de Paris, est je etait l'etudiante las plus populare! :yes:

France retreats on immigrants

CACHAN, France A fierce standoff between the French authorities and about 300 illegal African immigrants crowded into a suburban school gymnasium outside Paris eased Thursday with a tentative deal for housing and other concessions.

Nicolas Sarkozy, the interior minister and a candidate for president in France's next election, had accused political groups of exploiting the misery of the immigrants. But it was his office that ultimately backed down and negotiated the accord with anti-racism associations as mediators.

The agreement provides the families with temporary housing, a review of their applications for residency papers and promises not to expel them from France during the examination.

Six men have been on hunger strike for almost 45 days and two are now in a hospital in critical condition.

The other four rested Thursday morning weakly on mattresses in a gymnasium changing room decorated with a poster of them and the words: "Are we going to let them die?"

By late afternoon, Agence France- Presse reported that the strikers had begun to take nourishment because of the accord, which came about only after Sarkozy clashed with political opponents this week over the festering situation in Cachan.

Prime Minister Dominique de Villepin declared Wednesday that, with France known as a land of asylum, the situation was "not acceptable in a country like ours."

Fidèle Nitiéma, designated a spokesman by the group, said, "It's in the interests of the babies and their mothers to leave this place."

But he noted that the agreement awaited the final approval of the groups involved.

The negotiators, including SOS-Racisme and the International League against Racism and Anti-Semitism, or Licra, expected that all of the families could be moved out by the weekend with a final agreement.

The standoff with the immigrants dates back to mid-August, when more than 500 squatters were evicted from an unused university building in Cachan, a suburb south of Paris near Orly airport. They refused resettlement in hotels, fearing they would be expelled from France if separated. Ultimately, they took shelter in the gymnasium, named Belle Image, as temporary shelter offered by the Socialist mayor of Cachan, Jean-Yves Le Bouillonnec.

Since then, their plight has become a symbol of the immigration debate in France ahead of presidential elections next spring. Belle Image has emerged as the battleground for a fierce media war between the government and the immigrants.

The cramped, noisy makeshift village offers just the basics for inhabitants who are spread out on a lumpy carpet of dingy mattresses and sheets.

But they have used old-fashioned hunger strikes and demonstrations along with high-tech digital podcasts and a Web site to plead for support and donations ranging from blankets to Wifi connections.

"What can a group do that finds itself crowded into a gym?" the group asked in a statement announcing the October start of their own digital radio station. "To reflect on how it's possible to reach this point."

The mood within Belle Image had grown increasingly tense over the last few weeks as the group has coped with sickness - one reported case of tuberculosis and two of chicken pox - and the threat of arrests on the streets outside the boxy gymnasium, which is lined with a long row of large garbage containers.

An immigrant rights group, Cimade, said that some inhabitants were arrested for visa violations when they left the refuge of Belle Image.

Despite the new agreement, many of the gym's inhabitants seemed weary and gloomy about the future.

"We have to be careful. I don't have any confidence in the system," said Marianne Fofana, a mother of three from the Ivory Coast with a baby boy dozing on her back, wrapped in the cotton folds of a gold and black scarf.

She has lived and slept on a mattress in the gym since policemen drove her and the other squatters from the dormitory where the immigrants had been living since 2003. Her home now is an instant refugee camp divided into rooms for the men and women with a makeshift canteen, stocked with fresh baguettes, croissants and bins of purple grapes and apples.

Within the women's area, toddlers stumbled across the mattresses while mothers sat glumly, ignoring a din of voices.

Many refused to answer questions, fearing to give their names or saying they could not speak French.

Some sought escape by gathering around a large flickering television set in a dank and dark common area where suits and shirts were draped against shelves.

"It's really stressful because it's so noisy and cold at night," said Rachid Amarhe, 31, an Algerian immigrant and a former jewelry maker from the Kabylie region who has lived in France for three years without obtaining residency papers.

He saves his anger for Sarkozy, the son of a Hungarian immigrant, who has vowed to accelerate the pace of deportations of illegal immigrants to 25,000 this year.

Those moves came after the French Parliament approved a new law in June, which encourages qualified workers to come to France, but restricts entrance rules for other foreigners, particularly immigrants' families.

Outside the barricaded entrance to the gymnasium, friends and supporters waited for permission to enter to offer encouragement and volunteer baby-sitting.

Bernard Okema, 28, of Mali, lives in the area and dropped by to visit friends taking refuge in Belle Image. He also lacks residency papers, he said, but insisted he has all the proper documents to qualify.

"I have everything," he said. "But I know they're going to reject me because the system is against us."
