Clearly I said, it doesn't, as in does not...that is neither here nor there, the fact remains that soldiers are being killed and more being forced to return time and time again, the government taking advantage of those enlisted and recently discharged because of falling enlistment and recruiting failures despite hefty monetary incentives...
