He is mandated to stitch him up by the board of ethics.

Now that being said - he may have to REPORT any and all gunshot wounds that he treats if the offices where they went are considered a "public" health care facility , which is correct.

are agents of the facility and are required to enact the facility’s responsibilities
for reporting and further that to do so will not violate the professional or other
statutory obligations for maintaining the confidentiality of the patient’s
