The policemen turned on the woman when she went to the aid of her father, the video showed.
Chief Minister Parkash Singh Badal said the incident was "an unpardonable offence". The policemen were suspended.
The incident took place in Tarn Taran district. The assault has led to outrage across India with demands for strict action against the policemen.
On Tuesday, the chief minister ordered the Tarn Taran district magistrate "to ascertain the causes and circumstances which led to this incident and submit the inquiry report within three weeks", Press Trust of India quoted a government spokesman as saying.
A senior Punjab police officer said the two policemen had been suspended and that a departmental inquiry had also been ordered.
In her complaint, the woman said that she and her father had gone to the policemen for help after a group of men made lewd comments about her.
