An off-duty sheriff's deputy went on a shooting rampage

The suspect was 20 years old and worked full-time as a Forest County deputy sheriff and part-time as a Crandon police officer, Sheriff Keith Van Cleve said. He would not release the suspect's name but said he was not working at the time of the shooting.

I have no idea but I do know that someone can not have enough experience at age 20 to be a deputy sheriff.............

Those hiring and promotional guidelines are used @ the hiring/current manager discretion. All that was need was an write-up for an exception to the guidelines and placed in his personnel record.
